Senior Education Advisor Job Vacancy at Rwanda Education Project RTI International

RTI International seeks a qualified Senior Education Advisor for an anticipated USAID-funded education project in Rwanda. Based in Kigali, the project will support the Ministry of Education (MINEDUC) in strengthening early grade literacy in Kinyarwanda and English and early grade numeracy, and teacher development. The Senior Education Advisor will provide technical support for the development of MINEDUC systems, plans and specified frameworks as funded by USAID/Rwanda and agreed with by MINEDUC. These include identification, development, and harmonization of effective literacy and numeracy instructional approaches to be used in the early grades. The assignment is highly technical and managerial, and is designed to provide high level support for effective local capacity building. This position is contingent on RTI being awarded the anticipated cooperative agreement.

Responsibilities and Duties:
Essential Job Functions: \
• Provide assistance to MINEDUC in design and implementation of Monitoring Learning Achievement (MLA) Early Grade Reading and Math Assessments, and other assessments.
• Provide leadership, guidance and direction for development and management of education programs and assist MINEDUC to identify strategies to accelerate/improve delivery of services.
• Identify areas of instruction, curriculum and teacher training that require strengthening.
• Provide support for local management of broader education objectives and activities.
• Provide technical leadership and support in developing Primary 6 (P6) national examination questions that assess thinking skills required for a knowledge economy.
• Work with MINEDUC to identify full time technical assistance personnel to build sustainability.
• Establish and develop effective information and reporting systems to monitor and evaluate impact of capacity development within the MINEDUC program and achievement of targeted goals.
• Support development of effective communication materials, advocacy and social mobilization.
• Conduct field assessment visits jointly with MOE counterparts to evaluate program effectiveness, identify obstacles and institute remedial measures, if needed.

Required Skills and Qualifications:
• Advanced degree in social science, education, planning, administration, international development, or closely related technical field.
• Nine (9) years progressively, responsible professional work experience at national and/or international levels in program planning and management with emphasis on strategic planning.
• Experience with USAID education projects supporting Ministries of Education highly desirable.
• Ability to represent program to MINEDUC, donors and others in the Chief of Party’s absence.
• Ability to provide overall strategic guidance to the project building upon a fully informed understanding of Rwanda education sector, stakeholders and local challenges.
• Fluency in French and English.
