Chief Internal Auditor
-Ensure compliance with laid down financial procedures, management decisions and regulations ;

-Develop and lead the audit unit in a professional

Legal Officer
-Anticipate and guard against legal risks likely to be faced by the agency;-Provide legal counsel on issues arising from actual or anticipated law suits
-Develop and recommend Agency policy and position on legal issues
-Conduct pre-trial preparations for defending the agency in legal suits
-Examine legal information and advising the MD on the advisability of
-Defending or pursuing legal suits
-Represent the Agency in legal proceedings;

Transport Advisor
-Be responsible for all technical aspects and advise to the Director General in all transport infrastructure matters- Be informed in all projects planned by RTDA and advise the Director General the best way to plan for the Agency

Director of rail, air and marine transport Unit
Be responsible for all technical aspects of planning and design of Air, Rail and Marine infrastructure- Manage any necessary surveys and collection of data to enable studies and detailed designs to be carried out efficiently and effectively
- prepare or initiate the procurement of designs for Air, Rail and Marine infrastructure
-Review and check designs procured from outside sources, procure design checks as required and recommend acceptable designs for approval
- Ensure all drawings and calculations are properly reviewed and archived in accordance with the required Agency procedures
- Prepare medium and long-term air, rail and marine infrastructure upgrading and expansion programs
- Prepare project proposals after consultations with relevant stakeholders for Agency review and adoption

II. ROADS PLANNING DIVISION (19)

JOB TITLE

Senior Highway traffic engineer
  • Reporting to Manager Road Network Planning
  • Prepare proposed limits for the pavement performance indicator (i.e. trigger level for intervention, IRI, skid resistance, surface distress index, and structural adequacy index).
  • Monitor and supervise the Traffic count campaigns on the National Road Network at least once per year
  • Ensure that Non Motorized traffic is considered during design and planning of the National Road Network

  • Identify traffic flow characteristics in national  road network
  • Prepare vehicles categories in term of type and function in national road network

Senior Transport Engineer
  • Report to the Director of Road Network Planning
  • Manage the collection and processing of road network inventory and condition data for inclusion in a network management System to be used for the planning and implementation of road design, rehabilitation and construction works
  • Review and submit Five-year network development plans and rolling plans for paved and unpaved roads and recommend programs & budgets for roads construction, upgrading and rehabilitation.
  • Identify and develop database for network management system

MIS Support Engineer
  • Develop and implement standardized MIS procedures for Division of planning,
  •  Development and regular updating of specifications to keep RTDA in the forefront of technological improvements and innovation,
  • Determine the software and equipment required for the optimal functioning of the service for approval and initiate the procurement of such equipment and software.
  • Liaise with the Maintenance Management System in collection and analysis of data,
  • Develop and maintain broad knowledge of company’s’ business and technology requirements and needs,
  • Develop and maintain system plan including operational requirements, budget requirements and schedules,
  • Develop process improvements for increased efficiency and cost effectiveness
  • Plan and manage software and hardware installations
  • Perform periodic maintenance and servicing of MIS system to improve operational efficiency
  • Monitor MIS performance regularly to avoid unplanned outages and down times,
  • Conduct training on MIS activities to increase staff expertise

Director of Roads Safety and Environment Unit
  • Identification and collection of existing road safety information in both paved and unpaved road network
  • Prepare the classification of road safety categories in terms of type and function
  • Prepare proposed limits for the road safety performance indicator (i.e. trigger level for intervention, vertical sign illumination, shading off horizontal marking, black spots, bridge protection, and any other hazardous features.
  • Propose road safety development by means of new installation, rehabilitation or upgrading, whilst ensuring that all National road networks conform to acceptable standards of road safety.
  • Propose road network environmental protection against landslide, roadside activities, eg. planting of tree and recreation placed along the national roads for the long travel
  • Ensure that all designs and other services carried out by consultants and in-house staff are properly reviewed, checked and maintained in respect of meeting all the road safety standards in accordance with the defined procedures.
  • Ensure that modern management and control systems are established and operational throughout the department  in order to have proper planning, design and supervision of works carried out by the Division,
  • Hold meetings to review all matters relating to the operations, systems and procedures of the department.
  • Review, and report to the Director on the physical work plans of the department and, together with the relevant staffs, monitor progress of the work on a monthly basis and seek clarification with regard to reasons for any problematic or delayed programs.
  • Develop a demand for Road Network Planning Services and support from the other Department by promoting the network planning division capabilities throughout Agency
  • Prepare programs for the road safety technical audits and ensure that technical audits are carried out for all roads networks in Rwanda.

Social Scientist
  • To measure the socio-economic impacts of the road projects and other transport Projects through two surveys conducted before and after the project implementation
  • To describe the current situation of every project whether on-going or completed, In terms of socio –economic impacts
  • To evaluate, based on the current situation, the impact of the road project and other transport projects on identified socio-economic baseline indicators
  • To monitor the public consultation meetings with the beneficiaries of projects
  • To ensure sustainability of the positive impacts of the transport projects
  • To evaluate the mitigation measures to prevent or minimize the negative socio-economic impacts of the transport projects as proposed in the Environmental Impact Assessment studies and monitor their implementation.
  • To monitor and report on  the implementation of  EDPRS(Economic Development and Poverty Reduction Strategy) indicators and targets set in RTDA action plans
  • Ensure that all social aspects are properly addressed before and after the implementation of projects

Ao Civil Engineering with a minimum of 2 years in reviewing the socio-Economic impacts of the Road Projects in particular and The Transport projects in GeneralAo in social sciences or related fields with 3 years experience in impact analysis. A master degree with 2 years experience in the field will be an added advantage.

Director of Bridges Unit
  • Coordinate all activities in the unit
  • Propose new development by means of bridges upgrading on unpaved road, whilst ensuring it conform to acceptable standards of road categories.
  • Ensure the development and regular updating of specifications to keep RTDA in the forefront of technological improvements and innovation.
  • Determine the software and equipment needs required for the optimal functioning of the department for approval and initiate the procurement of such equipment and software.
  •  Establish the framework wherein maintenance department feed in data for the bridges management. The data include; investigation, survey, maintenance, and road safety
  • Promote the integrated planning of the bridges and road network through the use of GIS.
  • Ensure that all bridges designs and other services carried out by consultants and in-house staff are properly reviewed, checked and maintained in respect of meeting all the standards in accordance with the defined procedures.
  • Ensure that modern bridges management and control systems are established and operational throughout the department  in order to have proper planning, design and supervision of works carried out by the Division,
  • Hold meetings to review all matters relating to the operations, systems and procedures of the department.
  • Liaise with procurement unit for preparation of the confidential RTDA costs estimated for the consultancy service and construction of bridges works.
  • Ensure that the project budget estimates for all services (consultancy and construction) are prepared within the prescribed time, review the estimates and make the necessary proposal for the Head of Division review.
  • Upgrade the projects budget quarterly for proper presentation to the partners and other Government Institutions. The budget should present the expenditures against the relevant budget grants to ensure that additional funds are clearly identified.

  • Prepare proper benchmarking on the road network right of way
  • Propose way and means of maintaining the network benchmarks established to easy road construction, rehabilitation, and upgrading of unpaved road, and other transport infrastructure whilst ensuring that all benchmarks are not disturbed.
  • In collaboration with the National Land Center, participate in the establishment and updating of the National Geodetic System.

III.   ROADS Maintenance division (11)

JOB TITLE
DUTIES AND RESPONSABILITIES
QUALIFICATIONS

Director of road maintenance operations unit
-          Lead the preparation of Annual Maintenance Operational Plans.-          Assists the Procurement Unit in preparing annual procurement plans for all maintenance projects.
-          Carries out periodic inspections (at least once a quarter) of the maintenance works and report on their progress.
-          Ensures that maintenance works are completed within time and budget and with the required quality
-          Advise the Head of Maintenance Division of any problems on on-going projects as they arise, the need for variations and extensions of time, or the need for corrective action when required.
-          Drafts contractual letters, or Reviews contractual letters prepared by zonal Maintenance Engineers to ensure they are in line with the conditions of contract for the projects for follow up action by superiors.
-          Ensure that invoices are properly checked and meet the contract requirements before payment and are quickly processed.
-          Ensures the proper coordination and supervision of axle load control operations
-          Keeps records of the cost of all maintenance operations for feeding into the planning process.
-          Participates in bid/Proposal opening, evaluation and negotiation when required, Coordinates the compilation of monthly progress reports for the Maintenance Division.
-          Assist the Head of Maintenance Division in facilitating a good collaboration with private sector involved in road maintenance field
-          Encourage the promotion of local firms in road maintenance
-          To ensure a proper management of resources in Maintenance Operation Unit
-          Carry out other Maintenance Operation activities as requested by the Head of the Division
M.Sc. in transportation, construction management or in civil engineering with 3 years experience in road maintenance strategy and prioritizations.B.E in civil engineering, with 5 years experience in road maintenance inspecting and prioritization.

-          Develop (or revise the existing) axle load control policy for discussion with Senior Management-          Ensure that  operational procedures for axle load control in Rwanda are  properly prepared

- Review designs for maintenance interventions prepared by external consultants
- Carry out supervision of emergency contracts as Resident Engineers, or as Project Engineers when supervision is carried out by external consultants
- Draft contractual letters for the review of Director of the unit



M.Sc. in transportation, construction management or in civil engineering with 2 years experience in civil engineering works.

-          Drive in road inspection and maintenance activities-          Maintain the vehicle and special equipments installed in it
-          Help the Engineer on field when required
-          Ensure the security of the vehicle in RTDA parking and outside during the field work
-          Report monthly on the fuel consumption of the vehicle
-          Any other activity assigned by his hierarchic authority
-          Hold a secondary school certificate (A2 level) in electricity, electronics and related field.-          Hold a driving license of category B
-          Have basic knowledge in mechanics.

2.Director of finance unit
-          Coordinating and supervising all activities of the Unit
-          Coordinating the activities of budget preparation and execution
-          Coordinating and supervising all financial management activities
-          Ensuring internal controls of cash and stock
-          Ensuring that the financial reports are out on time
-          Formulating an appropriate financial management and accounting systems and procedures
-          Prepares cash flow projections for the agency;
-          Prepares statements of expenditure budget for the Agency to ensure RTDA payments are maintained within approved budgets;
-          Checks and verifies all payments and ascertains that all payments are accompanied by authorized supporting documents and that they are duly approved and in line with payment procedures;
-          Facilitates internal and external audit exercises by providing relevant information so that audits are completed within stipulated time;
-          Performs any other accounting related duties as may be assigned by the Head of Corporate Services Division

Master Degree in accounting or finance. Holding a CPA, ACCA or CIMA will constitute an added advantage.
