1.Director of Procurement unit
|
-Coordinating the activities of
the unit- Develop strategies for efficient RTDA procurement operations
- Planning all procurement
activities
-Preparing bidding document with
the user department and follow the national standards required
- Publishing and distributing
invitations to bid
- Receiving and safe keeping of
bids
-Preparing notification letter of
tender award
- Serving as secretary of the
tender committee
- Ensuring adequate contract
negotiation and contract execution in collaboration with the legal adviser
- Any other function
specified in the law or regulations
- Reporting on the unit activities
and advising on policy and legal matter

Master degree in civil Engineering
with at least 2 years of experience in the procurement field.Bachelor Degree
in civil engineering with 5 years experience in the procurement field of
civil works projects.
Having at least one year of
experience as a Director or similar position would be an advantage.

2.Director of finance unit
|
-
Coordinating and supervising all activities of the Unit
-
Coordinating the activities of budget preparation and execution
-
Coordinating and supervising all financial management activities
-
Ensuring internal controls of cash and stock
-
Ensuring that the financial reports are out on time
-
Formulating an appropriate financial management and accounting systems and
procedures
-
Prepares cash flow projections for the agency;
-
Prepares statements of expenditure budget for the Agency to ensure RTDA
payments are maintained within approved budgets;
-
Checks and verifies all payments and ascertains that all payments are
accompanied by authorized supporting documents and that they are duly
approved and in line with payment procedures;
-
Facilitates internal and external audit exercises by providing relevant
information so that audits are completed within stipulated time;
-
Performs any other accounting related duties as may be assigned by the Head
of Corporate Services Division

Reporting on the unit activities

Master Degree in accounting or
finance. Holding a CPA, ACCA or CIMA will constitute an added advantage.
The experience required for the
post is a minimum of 5 as financial officer or accountant in donor founded
projects
Having at least one year of
experience as a Director or similar position would be an advantage.
Experience in IFMS accountancy
software is mandatory.

3.Accountant
|
-Ensuring proper and up to date
recording of all financial transactions
-Perform all accounting functions
of RTDA in accordance with generally accepted accounting principles
- preparing financial reports
- keeping all accounting documents
in a safe and orderly manner
- certifying annually the
inventory and depreciation of RTDA assets
- Managing the petty cash
|
Bachelor degree in accounting.
Holding a master degree in accounting or in finance and accounting
certificate (CPA, ACCA or CIMA) will constitute an added advantage.
The experience required for the
post is Minimum of 5 years in a public organization, or in a Government
project.
Experience in IFMS accountancy
software is mandatory.

4. Head Secretary of central
Secretariat
|
-
Working as secretary and coordinating all secretarial activities in the
central secretariat-
Provide secretarial support to all the divisions in RTDA
-
Provide data entry support to RTDA
-
Receive and distribute documents to and from all divisions in RTDA
-
In charge of outgoing mails of RTDA.
|
Bachelor’s degree in secretariat
with minimum 5 years experience in similar position in a public/private
organization. Other knowledge like management, socio sciences and
administration are acceptable.

5.Registry Clerk
|

Reporting to Head Secretary of central
secretariat- Working as
secretary in the central secretariat

Provide secretarial support to all the divisions in RTDA

In charge of incoming mails of RTDA

Diploma (A1) in secretariat with
minimum 2 years experience. Other knowledge like management, socio sciences
and administration are acceptable with a minimum of 2 years experience in
similar post and in a public/private organization
