Rwanda Natural Resources Authority (RNRA) 16 Various Jobs Vacancies in Kigali, Rwanda



The Rwanda Natural Resources Authority (RNRA) is a government institution located in Gasabo District (at Remera Kisementi to CNLG) having been established by the Rwandan Government law N0 53/2010 of 25/01/2011.
RNRA is an authority that heads the management of promotion of natural resources which is composed of land, water, forests, mines and geology. It is entrusted with supervision, monitoring and to ensure the implementation of all issues relating to promotion and protection of natural resources.
In order to implement its mission, the Rwanda Natural Resources Authority is seeking to recruit competent candidate to fill the following vacant position that is in the structure gazetted in the official gazette N0 50bis of 13/12/2010 :

1) 1 POST : DIRECTOR OF HUMAN RESOURCE AND ADMINISTRATION UNIT

Job description :
To be responsible for all aspects of Human Resources and Payroll functions for the RNRA ; To be responsible for development, implementation, and evaluation of Human Resources policies and procedures ; Manage, administrate and Provide advice and assistance on staff performance management cycle from performance agreements to appraisals and ensure their quality is up to standard ; Regularly evaluate efficiency of existing performance management tools and advise reviews accordingly ; Follow up on management complaints and staff grievance related to staff performance and advise remedy or escalate to HR Manager for timely intervention Promote workplace safety through design of proper working environment and advise management accordingly ; Compile and consolidate each individual development plan to facilitated their implementations ;

Requirements of the post :
  • Master in Management, Public Administration, HR Management or AO in Management, Human Resource Management, Public Administration, HR management with 3 years of experience in Human Resource Management .
2) 1 POST : DIRECTOR OF WATER RESOURCE PLANNING AND REGULATION

JOB DESCRIPTION :
  • Will be responsible for water use planning and regulation of reservoirs and lakes
  • Administer water permits for water use (water abstraction and waste water discharge) and water services (drilling, hydraulic works construction, and easement),
  • Monitor and enforce compliance to water laws and regulation,
  • To follow-up assessment of environmental impacts related to water resources development.
  • Take on some WRM functions namely water use planning, water reservoir regulation, maintenance of reservoirs to remove blockages and water hyacinths and conflict resolution.
  • Manage the national register of water rights, water user associations and other groups
  • Coordinate the integration of water development and utilization plans for different sectors into harmonized water development plans
  • Explore and develop alternative sources of water 
  • Coordinate and support activities related to protection and conservation of Watersheds
  • Coordinate and support activities related to protection of rivers, lakes 
  • Contribute to the effective eradication of all water pollution including the water hyacinth
  • Promote all activities related to rainwater harvesting
Job requirements :
  • Degree in Water resources Management or Hydrology ; 05 years experience in the water planning and regulation services and 3 years experience in the post of responsibility
3) 1 POST : INTERNATIONAL WATER AFFAIRS OFFICER

Job Description :
  • Promote communication and cooperative relations through intensive exchange amongst the various players in transboundary water cooperation. This includes communication between national governments, basin organizations ; frequent exchange of experiences between basin organizations ; promotion of dialogue between academicians, stakeholders and policy makers
  • Increase sector specific technical knowledge through information acquisition and exchange among players in the Nile Basin, experts and executive personnel in basin commissions and regional integration communities ;
  • Invest in implementation of integrated water resources management plans that centre around extensive investment measures, that take into account cross border aspect ;
  • Participate in development of mechanisms for resolution of conflicts and take part in activities that avert and reduce friction and crisis
Job requirements :
  • Degree in Water resources Management or Hydrology 
4) 1 POST : FOREST MAPPING OFFICER

Job description :
  • Survey all Classified Forests ;
  • Demarcate surveyed boundaries with beacons ;
  • Prepare cartographic maps showing sites to be planted and forests to be harvested ;
  • Train district forest officers on forest survey and mapping ; and
  • Update maps in response to changes ; and
  • Maintain a repository of maps of all Classified Forests.
Job requirements
  •  A0 geography with specialization in GIS
5) 1 POST : DIRECTOR OF FORESTRY INSPECTION AND MONITORING UNIT
  • Oversee forest law enforcement country wide ;
  • Propose regulations for better management of forests ;
  • Develop strategies for protecting forest resources ;
  • Compile and report on forest offences ;
  • Ensure that all forest offences are prosecuted ;
  • Report on any threat ( case of pest and disease) to forest resources ; 
  • Promote dialogue and engage all stakeholders and relevant public institutions in all process of protecting forests ; 
  • Establish a comprehensive annual report on national forest resources’ state ;
  • Setting criteria of monitoring and evaluating forest activities ;
  • Compile reports from provinces and report to Head of Department.
Job Requirements 
  • MSc forestry with at least 2 years of experience or A0/BSC forestry with experience of at least 3 of experience
6) 2 Posts : MINERAL ECONOMICS SPECIALIST

Job description :
  • Support and train the small scale mining entities in profitable mining and on book keeping ;
  • Advising the small scale miners and medium scale miners on the nature of the minerals market ;
  • Linking miners to potential supporters of their ventures and potential investors into their ventures (building partnerships) ;
  • Continuously work on the fiscal regimes in the mining sector ;
  • Monitoring financial performance of the mining and petroleum sectors ;;
  • Working out comparisons between proposed mining projects with other competing investments (land uses) ;
  • Monitoring the global mineral/petroleum market and providing advice to investors accordingly ;
  • Continuously monitor the contribution of the mining sector to GDP ;
  • Conduct due diligence visits to companies applying to invest in the sector ;
  • Provide economic advice on the benefits of value addition to raw materials.
Job requirements 
  • A0 in Environmental Economics, Exploration Economics, mineral Economics or MSc in any field of Economics.
7) 1 POST : GEOLOGIST

Job description : 
  • Take part in the development and implementation of geological research programs ;
  • Carry out geological survey operations ;
  • Compile geological maps and cross-sections ;
  • Make an inventory of the country’s rocks and ores ;
  • Identify drilling areas and supervise drillings ;
  • Participate in the publication of the research findings ;
  • Calculate ore deposit reserves ;
  • Participate in the assessment of natural hazards ;
  • Participate in geothermal surveys ;
  • Participate in relevant national and international meetings ;
  • Submit regular activity reports.
Job requirements
  • A0 in Geology, Mining engineering. Masters in any of the courses is an added advantage
8) 1 POST : PETROLEUM GEOLOGIST

Job description
  • Examine exploration data sources and evaluate them ; e.g. the results of geophysical prospection through use of various tools and equipment ;
  • Prepare surface and sub-surface maps and diagrams that depict the stratigraphy and the composition of the basin and potential deposits of gas and oil ;
  • Examine rocks, minerals, and fossil remains to identify and determine the sequence of the processes affecting the development of the basin ;
  • Interpret research data, to recommend further action for study, by preparing geologic reports and maps ;
  • Estimate oil reserves in proven or prospective fields, and consult with the petroleum engineers regarding drilling and production methods ;
  • Communicate technical information in an understandable manner to the interdisciplinary team of professionals ;
Job requirements
  • A0 in petroleum geology or geosciences
9) 2 POSTS : SMALL SCALE MINING ENGINEER

Job description : 
  • Develop mining standards, principles and guidelines of large mines
  • Supervise the design and implementation of small scale mining plans ;
  • Inspect and advise the mine owners in their daily work ;
  • Give advice on the appropriate mining techniques ;
  • Give advice on the application for the mining licenses ;
  • Keep records and plans for continuing and the closed small mines ; 
  • Keep and update the records for small mines ; 
  • Submit regular progress reports ;
  • Perform any other tasks assigned by the Director.
Job requirements :
  • A0 in mining Engineering, Geology, Drilling Engineer ; 
  • Having masters in any of the above is an added advantage
10) 1 POST : EXPLORATION GEOPHYSICIST 

Job description  
  • Plan geophysical exploration programs in cooperation with the other professionals on the exploration team. This could include things like planning seismic mapping (2D &3D) within the exploration acreage ;
  • Review regional geophysical work done towards petroleum exploration and evaluate the prospect for exploration ;
  • Evaluate geophysical data from potential areas of exploration ; 
  • Generate drilling prospects and monitor and evaluate well results ;
  • Evaluate the geophysical exploration results presented by contractors ;
  • Provide input for enhanced processing of geophysical data sets ;
Job requirements :
  • A0 in Geophysics, Applied Physics, Physics, Geosciences or any other related subjects ; Training in geophysics is an added advantage
11) 1 POST : PETROLEUM ENGINEER

Job Description : 
  • Determine the most likely locations of hydrocarbon reservoirs and map the extent of the field ;
  • Produce reports which may include recommendations for drilling methods, the amount of hydrocarbons contained, and drilling simulation data ;
  • Design and implement drilling protocols ;
  • Decide on the specialized extraction equipment ; 
  • Simulate hydrocarbon extraction ;
  • Assess costs and estimate the production capabilities and economic value of oil and gas wells, in order to evaluate the economic viability of potential drilling sites ;
  • Assist engineering and other personnel to solve operating problems ;
  • Maintain records of drilling and production operations ;
  • Interpret drilling and testing information.
  • Design and implement environmental controls on oil and gas operations.
  • Supervise the removal of drilling equipment, the removal of any waste, and the safe return of land to structural stability when wells or pockets are exhausted ;
  • Inspect oil and gas wells in order to determine that installations are completed ;
  • Simulate reservoir performance for different recovery techniques, using computer models ;
Job requirements :
  • A0 in petroleum engineering, Mechanical Engineering, Applied Physics or Chemical Engineering 
  • Having masters in any of the above is an added advantage 
12) 1 Post : REGISTRAR OF MINING PERMITS

Job Description 
  • Submit activities reports ;
  • Register and keep permit applications and existing permits
  • Receive and study compliance of applications with standard procedures ;
  • Manage the permits database and continuously update management on the status of permits.
Job Requirements :
  • A0 in Law, Geography ; Geology or other related field
13) 1 POST : ADMINISTRATIVE ASSISTANT TO DEPUTY REGISTRAR OF LAND TITLES 

Job Description 
  • Manage the schedule of meetings of the Deputy Registrar of Land Titles, 
  • Draft letters and documents 
  • Receive and stamp incoming mails and other documents of the Office
  • Organize records 
  • Welcome suggestions and claims from clients and stakeholders
  • Perform any other task entrusted to him/her by his/her superior
  • To be able to work outside Kigali city.

 Job requirements  
  • A0 in Secretariat Studies, Public Administration , Management ; Or, A1 in Secretariat ; Or other relevant field with 3 year working experience

 14) 1 POST : ADMINISTRATIVE ASSISTANT TO DIRECTOR GENERAL AND REGISTRAR OF LAND TITLES 

Job Description 
  • Manage the schedule of meetings and appointments of the Director General and Registrar of Land Titles ;
  • Prepare letters and documentations for the Registrar of Land Titles ;
  • Receive, record and stamp incoming and outgoing mails and other documents of the DG’s Office ;
  • Organize records of the Registrar of Land Titles ;
  • Receive and analyse suggestions and claims from clients ;
  • Perform any other task entrusted to him/her by the Registrar of Land Titles.
 Job requirements
  • Be able to initiate electronic filing using the land database and the microfilm
  • A0 in Secretariat Studies, Public Administration , Management ; Or, A1 in Secretariat ; Or other relevant field with 3 year working experience 
  • Computer skills and knowledge of MS Word, MS Excel and PowerPoint
  • Fluent in English ; knowledge of French is an added advantage
