Chemonics International, an international development company, seeks experienced professionals for the USAID-funded Soma Umenye (Literacy Enhanced Across Rwanda Now). Soma Umenye’s objective is to improve reading outcomes in Kinyarwanda for at least 1 million children in public and government-aided schools in Rwanda by the end of Grade 3. The pr
oject will commence in July 2016 and conclude in July 2021. The project is currently seeking qualified candidates for technical and operational positions based in Kigali, as well as the Northern, Southern, Eastern, and Western Provinces.

Project: Rwanda Soma Umenye
Project Summary
Soma Umenye will work to improve reading outcomes in Kinyarwanda for at least 1 million children in public and government-aided schools in Rwanda by the end of Grade 3. Specifically, Soma Umenye will target all children in Grades 1-3 attending public and government-aided schools nationwide and ensure that at least 70 percent of students are able to read grade-level text with fluency and comprehension by the end of Grade 3.
Principal Duties and Responsibilities
  • Assist Accountant in financial management of Soma Umenye Project, ensuring strict adherence to Chemonics policies and procedures and USAID rules and regulations.
  • Provide administrative support for a well-functioning accounting team in maintaining accounting files (receipts, disbursements and non-payments documents) in accordance with Chemonics filing standards.
  • Receive and manage invoices from vendors to ensure timely payment by the project.
  • Prepare documentation for all payment transactions (except payment mobile phones, office telephone and electricity), including but not limited to vouchers, checks and transfer forms. Ensure that appropriate documentation and approvals are obtained.
  • Maintain the project’s accounting files system. Make sure all vouchers are in order, completed properly and have bank slips/copy of checks attached.
  • Maintain the tax files for the project, recorded and paid in timely manner.
  • Prepare daily bank reconciliation.
  • Assist Accountant to prepare payroll for all local Rwandan staff.
  • Explain generally accepted accounting principles, USAID and Chemonics regulations to staff and consultants, as necessary.
  • Perform other general bookkeeping duties as needed and other duties as may be assigned.
  • Comply with all USAID, Chemonics, and Soma Umenye project policies and procedures.
  • Other duties as assigned.
Job Qualifications
  • Certificate in bookkeeping, accounting, financial management, or related field.
  • Minimum 4 (four) years of demonstrated experience as a bookkeeper, accounts assistant, financial assistant or similar position.
  • 2 (two) years of experience working on USAID project within finance, accounting or bookkeeping preferred.
  • Demonstrated knowledge of USAID financial and management systems, regulations, and reporting requirements.
  • Demonstrated knowledge of payroll and tax issues in Rwanda required.
  • Excellent working capabilities with MS Excel, Word and other accounting software packages required.
  • Experience with ABACUS accounting software desired.
  • Ability to work as part of a team.
  • Excellent interpersonal and communications skills.
  • Demonstrated leadership, versatility, and integrity.
  • Written and spoken proficiency in English.
Location of Assignment
The location of assignment is Kigali, Rwanda with intermittent travel throughout the country.
