Title: Logistics Manager
Reports to: Chief Operating Officer
Location: Rwinkwavu, Kayonza-Rwanda
Job Purpose
Under the supervision of the Chief Operating Officer, the Logistics Manager shall oversee all IMB logistics operations to ensure efficiency, accountability, and transparency of logistics management processes at IMB.  The incumbent is primarily responsible for the fleet management,
Warehouse and Assets management. S/He provides technical support to the District inventory teams and managerial support to cross site transport team, ensuring their operational objectives are met and aligned to IMB goals.
The Logistics Manager also ensures excellent transport and distribution support is provided to the rest of IMB programmes.
Main Responsibilities
Fleet Management
  • Plan for PIH/ IMB Logistics function  to ensure cost effectiveness and reliability of IMB logistical  operations;
  • Implement, review and recommend fleet management policies, systems and procedures;
  • Maintain IMB fleet disposal schedule and initiate disposal processes for vehicles and motorcycles according to IMB disposal policies;
  • Liaise with the Chief Operations Officer to plan for the order, receipt, storage and distribution of Goods , materials and drugs;
  • Participate in budgeting process for the department.
  • Analyze and disseminate information from fleet management system for management decision;
  • Ensure that all organization’s motor vehicles and motorcycles are properly insured in accordance with the set policies;
  • Promote and spearhead safety driving /riding of motorcycles and motor vehicles in the organization;
  • Management of fleet and logistics related contracts for goods and services
  • Analyze vehicle status and cost upkeep, provide recommendations on vehicle disposal and replacement.
  • Support the implementation of the security management plan for the country program through providing adequate transport planning and support.
Warehousing and Asset Management
  • Review procedures and guidelines for Warehouse within the organization;
  • Coordinate overall warehouse reports from districts and compile a central warehouse and asset report to inform decision making;
  • Conduct quarterly physical inventory processes for the district based warehouses to ensure accuracy of the stock report, prevent from any stock out, and inform decision making.
  • Conduct regular spot checks to ensure proper documentation and completeness of information regarding all inventory/assets held in IMB warehouses to achieve internal policy compliance.
People Management
  • Ensure effective performance management processes according to IMB policies are implemented for the direct supervisees including continuous development and performance enhancement for team members;
  • Manage, supervise, coach and mentor staff and build a team to achieve results;
  • Provide and strengthen technical support to fleet and logistics staff to perform and accomplishment tasks and career advancement;
Safety and compliance Enforcement
  • Continuous safety skills promotion and evaluation of the  drivers’ defensive driving skills, basic mechanical faults detection and maintenance aptitudes
Qualifications (Knowledge, Technical Skills)
  • A University Degree in Business Administration, Transport & Logistics Management,  Procurement & Supply Chain Management or a related field
  • Must have a valid driving permit with at least 3 years driving experience.
  • 5 years’ Managerial experience in Logistics and Fleet Management, warehousing and inventory management;
  • Good Analytical and Report writing skills.
  • High level of integrity, stewardship and leadership skills.
  • Excellent Planning and Organization Skills
  • Strong Written and Oral Communication Skills
