The role of the Communications Manager is to lead the communications team in implementing the following suite of critical country office strategies and plans: media and communications strategy, communications components of the humanitarian response plan, digital and social media plan, visibility and communications plans for programmes, Save the Children’s brand roll-out and supporting the Every Last Child campaign. This includes dotted line management of any programme communications staff, such as Mureke Dusome. 
The post-holder will manage the communications team and their workflow process, to ensure that all programmes are on track for the delivery of all communications materials.  He/she will work closely with the Country Director and SMT to ensure common messaging and approach.
The post holder should be a dynamic team player who takes initiative to propose and follow through on new ideas, to raise the visibility of the organisation, celebrate success, promote campaigns and advocacy partnerships and develop innovative ways to communicate to target audiences. He/she should lead in media and communications in any emergency situation, to brand Save the Children as the leading aid agency for children, produce fundraising materials and to communicate the situation for children to donors and public supporters.
  • Ensure production of high-quality, accurate, clear and consistent information and communications outputs that highlight the situation in Rwanda for children, including case studies, feature stories, and blogs.
  • Oversee production of visually appealing and brand-aligned external marketing materials for all sectors and programmes that have requested it
  • Oversee production of high-quality multimedia materials, including photos, videos, infographics, animation, etc.
  • Oversee production of high-quality information and education materials for programme teams that have requested it
  • Lead in the development of communications with communities and behavioural change communications strategies for programme teams that have requested it
  • Actively participate in the social media conversation on the development and humanitarian situation in Rwanda, through Facebook and Twitter.
  • Ensure good external representation of Save the Children through marketing materials and the management of Save the Children’s website.
  • Proactively seek out communications opportunities to showcase Save the Children programme successes, both internally and externally.
  • Ensure high-quality internal communications materials across our internal channels. Promote sharing, learning, and interactive dialogue among staff.
Media Engagement:
  • Lead in the development of media tactics for advocacy strategies, in order to best influence our target audience through the right channels. Support the team to implement.
  • Ensure active engagement of the local media to raise Save the Children’s public profile and spread messages from Save the Children that can help influence policy makers, urban affluent public, and gain acceptance from the general public and beneficiaries
  • Ensure production of high quality media engagement materials, including media packs, press releases, and information sheets
  • Ensure production of high quality key messages for international and national spokespeople across all programs in Save the Children as required, including high-level visitors from Save the Children members and Save the Children International.
  • Proactively seek out key media, advocacy and campaigning opportunities and pitch them to senior members of staff, including senior management teams, technical advisors and heads of programmes.
  • Oversee regular media monitoring of the local media on what is being reported on key issues related to children and Save the Children
  • Oversee media field visits
Advocacy and Campaigning
  • Support the delivery of Save the Children’s next campaign in Rwanda from 2016-18, ensuring co-ordination of activities across departments and teams in Rwanda and in close co-ordination with SCI and SC Member offices
  • Lead on the delivery of high quality communications content for the campaign
  • Lead on the development of campaigning, media and communications materials and tactics to support the delivery of our advocacy strategies
  • Ensure good relationships with programme team in order to support their advocacy efforts.
Brand Management
  • Lead in the roll-out of the 2016 global brand refresh
  • Ensure all materials are printed and designed according to Save the Children’s brand guidelines
  • Be a brand ambassador, promoting the values, behaviour and aesthetics of the brand
Emergency Response
  • With the direction and support of the PDQ Director and Team Leader, lead in media and communications in emergency situations, producing high quality fundraising material, communicate the situation for children on the ground and ensure accurate and concise situation reports and dashboards.
  • Deploy in the event of an emergency if necessary to gather necessary content.
  • Lead in national and international media engagement in emergencies in Rwanda, including acting as a media spokesperson.
Ad-hoc Events
  • Support donor trips as necessary
  • Help organise external events for the country office as necessary
Management and Capacity Building
  • Management of workflow for campaign and communications team
  • Ensure good relationships with network team
  • Build capacity of programme staff to understand the campaign and communications
  • Build capacity of network communications team, including humanitarian and other programme teams.

  •  Bachelor degree in communication, journalism, information/communications or any other related degree.
  • At least 3 years’ previous work experience preferably with NGOs and any similar institutions.
  • Communication and media relations work in Rwanda
  • Solid experience in developing communication materials/ tools ( Newsletter, info fact sheet, brochures, case studies, …)
  • Photography and videography experience
  • Proven ability to work with communities and partners to gather case studies, testimonies, photographs
  • High level of attention to detail and quality;
  • Good computer skills in MS packages (Computer Applications; word, excel, PowerPoint, etc) and design programmes (In – design, Illustrator, Photoshop, etc)
  • Fluency in English and Kinyarwanda Written and Spoken.
  • Good communication, planning and negotiating skills.
  • Awareness, knowledge and commitment to UN-CRC and other International human rights instruments.
  • Excellent interpersonal skills, ability to work autonomously, in a team and in a multi- cultural environment.
  • Relevant experience working on child rights issues.
  • Strong analytical and writing skills
  • Working knowledge of policy analysis and programme/project development, implementation and monitoring.
  • Ability to liaise with a diverse range of people and stakeholders.
  • Good organizational skills and ability to work under pressure and to tight deadlines
  • Training and facilitation skills.
