Child Safeguarding:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

The Maternal and Child Survival Program Overview:
The Maternal and Child Survival Program (MCSP) is a global U.S. Agency for International Development (USAID) cooperative agreement to introduce and support high-impact health interventions in 24 priority countries with the ultimate goal of ending preventable child and maternal deaths (EPCMD) within a generation. MCSP engages governments, policymakers, private sector leaders, health care providers, civil society, faith-based organizations and communities in adopting and accelerating proven approaches to address the major causes of maternal, new-born and child mortality such as postpartum haemorrhage, birth asphyxia and diarrhoea, respectively, and improve the quality of health services from household to hospital. MCSP tackles these issues through approaches that also focus on health systems strengthening, household and community mobilization, gender integration and eHealth, among others. MCSP carries forward the momentum and lessons learned from the highly successful USAID-funded Maternal and Child Health Integrated Program (MCHIP), which has made significant progress in improving the health of women and children in over 50 developing countries throughout Africa, Asia, Latin America and the Caribbean.

In November 2014, USAID/Rwanda requested MCSP to support its commitment to EPCMD and to the Government of Rwanda’s (GOR’s) Vision 2020 and its second Economic Development and Poverty Reduction Strategy (EDPRS 2) (2013 – 2018) through two key objectives:
  • Reducing child and maternal mortality through increased coverage and utilization of high-impact low cost reproductive, maternal, new-born, and child health (RMNCH) interventions and innovative new approaches; and
  • Strengthening the capacity of the Ministry of Health (MOH) to manage and scale up high-impact RMNCH interventions. 
Despite these significant achievements in maternal and child health in Rwanda, there is still more progress to be made. USAID’s acting on the Call Report (2014) estimates that in Rwanda, scaling up key interventions to end preventable mother and child deaths can lead to 123,000 child lives and 6,800 women’s lives saved by 2020. There are also variations across the districts requiring different needs.
Position Overview:
Save the Children is seeking a SBCC Coordinator, to lead the development, implementation and monitoring of strategies to facilitate appropriate care-seeking and adoption of preventative MNCH/FP behaviors within the household, community, and health facilities. The SBCC Coordinator will work under the direction of the Community Mobilization/SBCC Team lead for day-to-day implementation of the work plan and with the Community Mobilization/SBCC Technical Team in Washington, D.C. on a regular basis on technical matters related to SBCC.
  • Provide overall management of the SBCC component of the program;
  • Collaborate with the Community Mobilization/SBCC Team Lead and the technical team to design and develop SBCC strategies and materials for use at the household, community, and facility levels in project areas;
  • Build capacity of Social Clusters, community health workers and volunteers, community groups to implement and monitor quality Community Mobilization/SBCC activities
  • Reporting and documentation
  • Support the MOH on technical Community Mobilization/SBCC/IEC issues, including participation in key Ministry-led technical working groups related to SBCC;
  • Support the Community Mobilization/SBCC Team Lead and other staff by problem-solving and providing guidance with operational issues related to SBCC
Child Safeguarding
  • Understand the provisions of the Child Safeguarding Policy, Code of Conduct and Local/Country Procedures and conduct oneself in accordance with the rules of the Child Safeguarding Policy, in personal and professional lives – which includes reporting suspicions of child abuse.
  • Ensure that all project activities carried out are considered in relation to prevention of sexual exploitation and abuse and handling of serious complaints in line with the child safeguarding policy.
  • Promote the message of child safeguarding to colleagues in other organizations and government ministries, children in their own and beneficiary families, and community members in general and be vigilant about observing possible child abuse/harm in their personal and professional lives.
  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Perform other duties, as assigned by the Chief of Party or other senior leadership team members.

  • A bachelor’s degree in public health, social sciences or a related field ;
  • At least five years of health behaviour and community mobilization experiences in developing countries;
  • Experience in monitoring programs and participating in evaluation.
  • Knowledge of the Rwandan health system
  • Ability to work independently and in a team setting with minimal supervision.
  • Excellent planning and organizational skills with the ability to multi-task in a fast-paced work environment.
  • Excellent interpersonal and communication skills.
  • Fluency in French or English and Kinyarwanda.
  • Ability to use MS Office applications.
  • Ability to travel within the country.
  • Legal authorization to work in Rwanda
