Program Development and Quality Assurance Director
World Vision International (Rwanda) is a child focused Christian humanitarian organization implementing development programs in 15 Districts of Rwanda.
World Vision seeks to hire a highly
qualified, dedicated, and experienced national for the position of Program Development and Quality Assurance (PDQA) Director. This position will be based at the Head office, in Kigali and reporting to the Country Director of World Vision Rwanda
 Purpose of the position:
As a member of the Senior Management Team, the PDQA Director provides overall leadership to the Program Development & Quality Assurance Division mandated to a) raise WVR’s grants portfolio, b) enhance WVR’s visibility and engagement with strategic stakeholders and c) strengthen grant compliance within the organization. 
The major responsibilities:
National Office Strategy Management and Technical Programming:
  • Provide leadership in strategy formulation, implementation planning, execution, and monitoring to ensure alignment with global WVI guidance, regional strategy, country context, priorities and requirements of donors, WV Development approach (DPA), LEAP and other WVI frameworks.
  • Lead the development of Technical Approaches (TAs) Technical Programs (TPS within the framework of the FY16-2020 NO strategy that will enable the NO to respond to sustainable development needs of the operational areas of World Vision Rwanda.
  • Ensure that the NO strategy drives programming such that proposals and annual operating plans and budgets are aligned to the approved National Office Strategy.
  • Lead the contextualization and application of LEAP3 and Horizon in the NO programming processes.
Enhance WVR’s visibility and engagement with strategic stakeholders
  • Ensure an up-to-date donor-engagement plan exists and that relevant staff are equipped to adopt and implement the plan.
  • Develop close relationships with donor agencies, particularly those with local missions in Rwanda to explore opportunities for deepening their engagement with WVR.
  • Actively engage prioritized Support Offices to raise the visibility and credibility of WVRas a ‘National Office of Choice’ for support from private, bilateral and multi-lateral partners. 
  • Work closely with the WVR Communications team to profile the impact of WVR’s grant portfolio to specific, prioritised donor audiences.
  • Participate in hosting high profile donors and partners to WVRwith a view to deepening their understanding and engagement of WVRprogrammes.
  • Proactively build the capacity of the PD team to develop smart strategies for engaging strategic partners.
  • Represent WVR at key national and international forums.
Raise and diversify WVR’s Grant Portfolio - the PDQA Director will provide leadership to raising the grant portfolio of WVRin order to reach the annual resource acquisition targets and meet funding mix proportions as defined in annual targets. Key responsibilities in order to achieve this objective will include:
  • Develop capacity of PD staff on donor scoping and intelligence gathering of partners who are strategically aligned with the priorities of WVR.
  • Develop capacity of PD staff on developing innovative and compelling concepts and proposals to prioritized donor audiences that are both in line with WVRand donor strategies.
  • Build close collaboration with Divisional teams to support the grant development process.
  • Lead the development of proposals integrating innovative approaches in close consultation with Divisional Directors and Technical Team leads.
  • Build close partnerships with Regional Learning Centres to provide technical support in grant development.
  • Build close partnerships with the Regional Programme Management Unit and in particular the Grant Acquisition and Management (GAM) Hub to support the process of proactively identifying and developing grant opportunities for Rwanda.
  • Proactively engage support offices with strong concepts and compelling evidence-based programming.
Strengthen Grant Compliance within WVRto meet internal Partnership standards and policies, and donors.
  • Coordinate the launching of new grants and a smooth transitioning process from grant acquisition to implementation with IPD.
  • Ensure that the resource acquisition management system effectively standardizes processes for identifying and establishing priority sectors and opportunities, assessing risk and managing project cycle.
  • Organize the development of staff and capacity for grants compliance (financial, contractual, programmatic and reporting) to increase program quality, credibility and marketability of WVRprojects.
  • Develop the proposal writing capacity of WVRstaff.
  • Develop and sustain an effective grant performance dashboard across WVR’s grants portfolio that will support the Integrated Programs Ministry to identify risks and challenges in a timely way and to prepare effective management reports on WVR’s grants performance.  
  • Actively engage support offices and EAR-Office for regular support and capacity building of staff and partners in M&E, compliance management, and research and documentation.
  • In close collaboration with People & Culture support the process of developing an effective grant recruitment and retention policy and system. 
  • Support the process of ensuring that there are a clear understanding of structure, reporting lines and responsibilities between divisions and teams for acquiring and managing grants.
  • Attend quarterly integrated meetings on grants with other WVRdivision to discuss specific challenges and opportunities pertaining to grant acquisition and management. 
Quality Assurance – the PDQA Director will oversee WVR’s DME System to ensure it meets both Partnership and industry standards through;  
  • Leading the development and maintenance of WVR’s DME system including strategy monitoring;
  • Ensuring WVR’s Quality Assurance team is functional and responsive to the ministry’s needs;
  • Ensuring the ministry meets Partnership LEAP 3 standards; 
  • Coordinating internal stakeholders to ensure a robust M&E system;
  • Facilitating staff capability and capacity improvement initiatives for the ministry; 
  • Engagement with external stakeholders - liaise with key external stakeholders such as the EAR program effectiveness and sponsorship team, Program Support Team (PST) and Support Offices;
  • Partnership Reporting requirements - Coordinate the production of key reports such as Child Wellbeing Target Report, GNOD etc. and coordinate the institutionalization of LEAP 3 processes
Lead WVR’s strategic PARTNERING through
  • Coordinating in close collaboration with the Divisional Directors the development innovative and meaningful partnerships and consortia with private, public and non-government partners.
  • Managing end-to-end partner engagement processes for the ministry i.e. tool development, identification, solicitation, vetting, selection, performance assessment and MoU signing;
  • Liaising with Partnership stakeholders (GC, EAR and SOs) in engaging partners; 
  • Maintaining sound relationships with partners i.e. soliciting and providing feedback and exploring areas for growth;

Qualifications:  Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
Minimum qualification requires
  • Masters degree in a relevant field from a recognized University.
  • Minimum of 10 years experience in programming (designing, implementing, evaluating and monitoring) of integrated development, relief, and/or advocacy of donor funded projects.
  • Have at least 7 years experience at managerial level in an international NGO.
Other technical skills and Abilities

Working Environment / Conditions:
•           Domestic Travel:  50% Regular internal travel to the field is required.
•           International travel: 10% of international travel may be required.
