Catholic Relief Services (CRS),Senior Savings and Internal Lending Communities (SILC) Officer Jobs in Rwanda

Catholic Relief Services (CRS) is an international non-governmental organization supporting relief and development work in over 100 countries around the world. CRS programs assist persons on the basis of need, regardless of creed, ethnicity or nationality. The primary goal of CRS/Rwand
a programming is to ensure that vulnerable households in Rwanda achieve full, integral human development.
CRS seeks qualified Rwandan candidates for the following  five positions for an anticipated Hinga Weze program aimed to improve access to and utilization of nutrition-sensitive production and processing technologies, improve the capacity of smallholder farmers to manage natural resources and adapt to climate change, and increase general nutrition knowledge and adoption of appropriate nutrition practices. All positions are based in Kigali with field travel.
The Senior SILC Officer will be responsible for ensuring technical quality and timely implementation of CRS’ community-level savings group programming in Hinga Weze.  S/he will oversee technical design and implementation ofSILCprogramming, including training program stakeholders on SILC and Private Service Provider (PSP) methodology, developing/adapting tools and supporting linkages with formal financial institutions.
Required Qualifications and Experience
  • Bachelor’s Degree in agricultural economics, economics, business, banking, community development, rural finance or related field, or equivalent work experience.
  • Five to seven years of field experience in microfinance, access to finance or community savings group programming.
  • Experience in programming in economic strengthening/growth, such as value-chain development, business development, entrepreneurship, financial services with a focus on vulnerable populations. Experience working with the private sector a plus.
  • Ability to transfer knowledge to people with a variety of interests and educational backgrounds through both formal and informal training.
  • Experience in savings-led microfinance, with CRS’ SILC and fee-for service model preferred.
  • Familiarity with concepts of monitoring, evaluation, accountability and learning (MEAL) relevant to this sector, experience with SAVIX a plus.
  • Excellent organizational skills, team work and ability to prioritize tasks in a timely manner, sound coordination skills and a demonstrated ability to multi-task.
  • Demonstrates diplomacy, flexibility, and resourcefulness.
  • Strong critical thinking and creative problem-solving skills.
  • Proficiency in the use of Microsoft Office suite, including Word, Excel, PowerPoint and Outlook.
  • Excellent oral and written communication skills, ability to work well with people, good judgment and commitment to CRS’ mission.
  • Willingness to travel to rural project districts around the country.
  • Fluent spoken and written English or French, and Kinyarwanda, required.
  • Rwandan nationality.
