Senior Finance Manager
IRG, an Engility company, seeks an experienced Senior Finance Manager for the upcoming USAID/Rwanda HingaWeze Activity. The goal of HingaWezeis to sustainably increase smallholder farmers’ income, improve nutritional status of Rwandan women and children, and increase the
resilience of the agriculture and food systems to the changing climate. This objective will be achieved through sustainable intensification of Rwandan smallholder farming systems, with specific emphasis on “climate smart” approaches to the agriculture production system.
The Sr. Finance Manager will be responsible for managing project finance, operations, and compliance to ensure effective and efficient project administration in accordance with the rules and regulations of IRG and USAID. The Sr. Finance Manager will report to the Director of Finance and Operations (DFO). This is a full-time position based in Kigali contingent upon award and client funding.
The Sr. Finance Manager will be responsible for the following:
  • Effective financial management of all HingaWeze activities, including financial monitoring, planning, reporting, and budgetary oversight.
    • Contribute to the development of financial, personnel and procurement policies and plans under the direction of the DFO
    • Oversee production of required financial reports and requests;
  • Effective operations management, including personnel, assets, and resource management, including:
    • Overseeingproject office registration, local tax compliance, and employment agreements and benefits;
    • Reviewing and verifying invoices, payment requests, and reports for accuracy and timeliness; and,
    • Maintaining strong guidelines and oversight regarding assets inventories and use of program assets.
  • Effective compliance with USAID rules and regulations, as well as IRG policies and procedures.
  • Reviewing partners and/or grantees for compliance andconducting financial capacity assessments.
  • Bachelor’s degree in financial management/accounting, or comparable years of work experience in similar role and responsibility level required.
  • Minimum of 7 years of proven experience in financial management for a large organization or project.
  • Minimum of 2 years of experience in working as a Finance Manager or equivalent, with a demonstrated history of increasing responsibility.
  • Experience in financial management on a USAID contract strongly preferred.
  • Excellent computer skills with mastery of basic office management software (MS Office) required.
  • Knowledge of local labor laws, staff management rules and procedures required.
  • Experience managing diverse teams for strong results.
  • Good planning/organizational skills, and able to meet deadlines.
  • Grants management experience desirable.
  • Excellent communication skills
  • Fluency in both oral and written English required; Fluency in Kinyarwanda strongly desired.
