The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion and Energy.
The program ‘Promotion of Economy and Employment’ (EcoEmploi) is part of the priority area ‘Sustainable Economic Development’ of the Rwandan-German Development Cooperation. With the objective, that ‘selected public and private actors have implemented employment-generating measures’ and therewith contributing significantly to job generation in Rwanda, the program is based on an integrated approach of Private Sector Development, TVET/Skills Development and Labour Market interventions in the selected  economic sectors ICT, Wood, Tourism and Creative Industries.
For our program Promotion of Economy and Employment we are searching for a Technical Expert in Workplace Learning;
A.        Responsibilities
Duties and Responsibilities:
  • Manage and coordinate the activities on workplace learning within EcoEmploi program
  • Develop, implement and monitor innovative workplace learning approaches (modern apprenticeship, dual training) together with partners of private and public sector in the EcoEmploi supported economic sectors ICT and Tourism
  • Develop, implement and monitor capacity development measures for companies, Sector Skills Councils and Sector Associations on workplace learningjointly with the partners and in coordination with other intervention fields in the program ICT, Tourism sector
  • Provide professional advisory services to the Workplace Learning Policy Technical Task Team
  • Networking and cooperation management with private and public stakeholders in TVET
  • Guide EcoEmploi technical experts in workplace learning related interventions
Technical Expert in Workplace Learning performs the following tasks:
  • Implementing daily operational aspects of all issues related to the Workplace Learning
  • Processing technical aspects and further developing the area of responsibility in accordance with the specified quality standards
  • Maintaining of a good flow of communication and information between all private and public stakeholders in TVET and counterparts and GIZ
  • Document lessons learned and contribute pro-actively to the knowledge management of GIZ
  • Ensuring that the activity implementationruns smoothly
  • Contribute to the M&E of the partner institutions and the EcoEmploi programme
  • Any additional task as assigned by the head of component
Required qualifications
Master degree in an area that is related to TVET, Skills Development, and Human Resource Development in the business sector Professional experience
Work Experience and Competencies:
  • At least 7 years professional experience, of which 5 years in a comparable position and proven work experience on workplace learning in Rwanda
  • Very good knowledge of the Rwandan Economy and Private Sector
  • Very good knowledge of the Rwandan TVET system and needs of labour market
  • Competence in ICT
  • A proven track record in a managerial position
  • Good knowledge in the field of international cooperation
  • Very good advisory skills and good knowledge of capacity development tools
  • Strong analytical and communication skills, and facility in document writing
  • Fluent written and oral knowledge of English and Kinyarwanda, and preferably French
  • Willingness to upskill as required by the tasks to be performed
  • Creative, flexible, well organized and highly motivated with intercultural skills to work in an international team
C.    Reporting
  • Will report to TVET and Skills Development Component Manager
D.    Other duties/additional tasks
  • Performs other duties and tasks at the request of management
