International Resources Group (IRG), an Engility company, seeks an experienced Cooperative Development Specialist to carry out activities to increase financial management, organizational capacity and tech
nicalcapacity of agricultural cooperatives for the upcoming USAID/Rwanda HingaWeze Activity. The goal of HingaWezeis to sustainably increase smallholder farmers’ income, improve nutritional status of Rwandan women and children, and increase the resilience of the agriculture and food systems to the changing climate. This objective will be achieved through sustainable intensification of Rwandan smallholder farming systems, with specific emphasis on “climate smart” approaches to the agriculture production system.
The Cooperatives Development Specialist will be part of the Improved Markets Access team, reporting to the Business, Market and Finance Development Specialist,and will be responsible for developing and implementing all project activities associated with strengthening the organizational, technical, and financial capacity of Rwanda’s cooperatives in target districts. The Cooperatives Development Specialist will be critical in empowering Rwanda’s cooperatives to provide services to their members including access to new markets, finance, information, and capacity building, while engaging women farmers. This position is full-time and based in Kigali, with frequent travel to HingaWeze target districts. This position is contingent upon award and client funding.
S/he will lead cooperativecapacity building and institutional strengthening activities, under the guidance of the Business, Market and Finance Development Specialist,particularly in the following areas:
  • Strengthen the organizational, technical, and financial capacity of rural cooperatives in HingaWeze target districts. This will include, but not be limited to: conducting organizational capacity assessments;preparing and implementing organizational capacity development plans;providing technical assistance to promote “farming as a business”; and developing training programs and content. These initiatives will help to professionalize cooperatives so they can serve as effective service providers for farmers.
  • Strengthen the participation— especially in management positions— and decision making authority of women in rural cooperatives;
  • Develop and strengthen linkages between businesses, local organizations and other producer organizations to further drive demand-driven production and to align crop production quantity and quality to meet market needs;
  • Contribute to all relevant sections of annual work plans, project performance and technical reports and M&E and Learning (MEL) needs of the project;
  • Collaborate across HingaWeze technical components on all issues relate to cooperatives development
  • Bachelor’s degree in economics, business, agricultural development or related field required
  • 5 years of relevant and progressively responsible work experience required;experience in the area of organizational development, capacity building, business development services, or related area is desirable.
  • Proven experience supporting cooperative development or developing and implementing capacity development plans for comparable organizations or agricultural SMEs is required. Experience in HingaWeze target districts preferred.
  • Experience working effectively in multi-disciplinary teams
  • Experience working in agriculture in Rwanda
  • Excellent written and verbal communication skills
  • Fluency in both written and spoken English and Kinyarwanda
