Deputy Monitoring & Evaluation (M&E) Specialist
IRG, an Engility company, seeks an experienced Deputy Monitoring and Evaluation (M&E) Specialist for the upcoming USAID/Rwanda Hinga Weze Activity. The goal of Hinga Weze is to sustainably increase smallholder farmers’ income, improve nutritional status of Rwandan women and children, and increase the resilience of the agriculture and food systems to the changing climate. This objective will be achieved through sustainable intensification of Rwandan smallholder farming systems, with specific emphasis on “climate sma
rt” approaches to the agriculture production system.
The Deputy M&E Specialist assists the Senior M&E Specialist in the implementation of the project monitoring, evaluation and learning (MEL) system. More specifically, he/she will support the project partners and project technical staff in the implementation and development of their monitoring systems as well as the collection of field data.The Deputy M&E Specialist will report to the Senior M&E Specialist. This is a full-time position based in Kigali contingent upon award and client funding.
KEY DUTIES AND RESPONSIBILITIES
The specific roles and responsibilities of the Deputy M&E Specialist include, but are not limited to:
  • Assist the Sr. M&E Specialist in setting up activities timeline, the conception, implementation and development of data base monitoring systems for the project partners and building their capacities.
  • Support the consolidation, analysis and processing of the project management data as well as the preparation of reports.
  • Participate in the capitalization of project results and communication on achievements.
  • Assess the project partners monitoring systems and data bases and define capacity building actions for these partners.
  • Organize and implement capacity building activities for the project partners on data base implementation approaches and monitoring.
  • Assist in the development of monitoring systems for the partners and the conception of tools to collect access and analyze data.
  • Follow up with the partners to regularly collect monitoring data on activities, ensure their compilation, processing and analysis.
  • Assist the project technical team in the collection of monitoring data and the preparation of their reports.
  • Collaborate with the project technical teams in the monitoring of field activities and ensure the submission of deliverables, reports and activities supporting documentation.
  • Supervise the archiving of data and various supporting documents on project activities and field partners;
  • Ensure the consolidation of monitoring data and transmission to supervisor.
  • Assist the service providers recruited to implement partner monitoring systems, conduct capacity building activities and field studies and surveys.
  • Collaborate with the project external monitoring & evaluation missions.
  • Performs any other duties assigned to her/him, within the project’s objectives, his/her responsibilities and skills.
QUALIFICATIONS
  • University degree (Bac + 4 level) in agronomy, statistics, or other related area
  • 3 years of experience in projects management or monitoring and evaluation
  • Proven experience in agricultural data analysis and monitoring and evaluation methods and approaches
  • Good knowledge of data base management / SIG software/tools and basic office management software (Excel, MS Word, Outlook, etc.)
  • Experience in developing/implementing data bases and training of users
  • Strong analytical and organizational skills
  • Bachelor’s degree in evaluation, public policy, and/or related field is required.

  1. Supervision
The Monitoring-Evaluation Specialist will work under the direct supervision of the M&E Specialist. He/She will be based in the Kigali office but will have to carry out regular field trips in the project intervention areas. He/She will also collaborate with the project technical team (Value Chains, Capital Access, Communication, Policy) and support thepartner networks field animateurs.
2.    Qualifications
  • University degree (Bac + 4 level) in agronomie, statistics, or other related area

  • Proven experience in agricultural data analysis and monitoring and evaluation methodes and approches
