Call for Expression of Interest
Background
Save the Children has been working with a Rwandan NGO, Umuhuza, for the past 3 years as a key partner in implementing a 5-year literacy promotion programme – Advancing the Right to Read. Umuhuza is a Rwandan child-focused organization with the primary goal to create a culture of peace across Rwanda, supporting children and their families to become peaceful citizens. Umuhuza has previously implemented a project working with families of young children, training them on parent-child interaction and nurturing relationships, through sensitization sessions, home visits and community meetings. Umuhuza are recognized as having a high level of expertise and experience with communities and local leaders through outreach and mobilization. They have an especially impressive track record in achieving behavioral change. 
About Umuhuza.

Umuhuza is a Rwandan child-focused organization with the primary goal to create a culture of peace across Rwanda, supporting children and their families to become peaceful citizens. Umuhuza have previously implemented a project working with families of young children, training them on parent-child interaction and nurturing relationships, through sensitization sessions, home visits and community meetings. Umuhuza are recognized as having a high level of expertise and experience with communities and local leaders through outreach and mobilization. They have an especially impressive track record in achieving behavioral change. 
Despite their strong programmatic expertise, prior to partnering with Save the Children, Umuhuza was operationally very small, and functioned on limited funding. Within this context, Save the Children committed to supporting the capacity strengthening of Umuhuza as a key outcome within the Advancing the Right to Read (ARR) programme.  An organizational capacity assessment was carried out in late 2012, which served both as a baseline against which Save the Children can monitor progress against this expected outcome, as well as helped to inform a capacity strengthening plan to address identified gaps.
The findings revealed areas of strengths as well as areas of growth. Among the areas of growth, the assessment noted that Umuhuza did not have a clear framework to guide its external engagements with other stakeholders. The presence of such a framework would facilitate Umuhuza to be intentional while brokering and managing partnerships that contribute towards the attainment of her strategic objectives.
Another area of growth was that Umuhuza’s current structure was not aligned to the strategic plan and the core areas of operations. For instance, the structure has the finance function, administration and the human resource function merged together. With the observed growth rate of the organization, if the two functions i.e finance and human resources management are not separated, it might affect the efficiency of either or both.  The assessment further revealed that this structure was based on the existing projects. Although the scalable in terms of size, staffing and complexity depending varies depending on the size and number of projects, and resources available and shrinks and grows according to project additions or closeouts.  Umuhuza would like to establish an optimal Umuhuza size that meets the current organizational requirements and able to respond to future needs.
The assessment also revealed that the key programming areas for Umuhuza: namely peace education, early childhood development, and conflict prevention, mediation and reconciliation; all have a strong focus on advocacy and policy influencing at the local and national level. Although Umuhuza has made good progress in implementing different project to address the strategic objectives under those thematic areas, the findings strongly indicated that there is no clear framework to guide the organization to undertake effective advocacy.
Last but not least, the financial sustainability and viability of the organization was found to be weak. At the time of the assessment, the organization had funding from only one source; making it very unsustainable financially. This not only limits the financial sustainability but also affects programme delivery. The limited funding base is partly attributed by the absence of a clear fundraising and resources mobilization framework that would otherwise focus and guide the organization on the key decisions to implement in order to increase on her resources envelop.
Basing on the above findings, Save the Children Rwanda is seeking the services of a consulting firm/individual to facilitate a process of enabling Umuhuza to address the gaps highlighted above.
Overall Objectives
The overall objective of this consultancy is to facilitate Umuhuza to review and or develop a number of strategic documents in order to make Umuhuza a performing organization that is meeting her strategic objectives.
Specific Objectives
The specific objectives of this assignment include the following;
a)Review the current structure for Umuhuza board and senior management team to review the current organizational structure;
b)Facilitate the development of a Partnership and External engagement plan for Umuhuza;
c)Facilitate the development of an Advocacy Strategy;
d)Facilitate the development of a simple and applicable fundraising and resources mobilization plan.
e)Mentor the senior management on how to implement and monitor the utilization of the above plans and frameworks.
Scope of Work
The scope of work for the Consultant will include but not be limited to:
a.Review the strategic plan to identify the levers of strategic engagements;
b.Conduct interviews and engagement with different identified stakeholders;
c.Undertake stakeholder mapping and analysis;
d.Undertake a situation analysis of Umuhuza external engagements operations to date;
e.Facilitate a strategic reflection meeting with the identified staff and stakeholders from Save the Children Rwanda, Umuhuza and others partner organizations.
f.Through a consultative process and application of an appropriate tool of analysis, identify focus areas and develop strategic interventions, objectives and key result areas for the same;
h.    Facilitate a workshop with key Save the Children staff and Umuhuza Board and senior management to assess the current structure and discuss the desired structure and its implications.
i.    Review the strategic plan of the organization to identify the key functions that should drive the organization’s strategy.
j.Examine the current Umuhuza structure, functions, job description, responsibilities and staffing levels and evaluate whether it meets the current organizational needs and responds to future changes.
Deliverables
a)An updated Organization Structure for Umuhuza.
b)Revised Job Descriptions for the positions in the updated Organizational structure
c)A Partnership and External engagement plan for Umuhuza;
d)An Advocacy Strategy;
e)A Fundraising and Resources Mobilization framework.
Institutional Arrangements
The Consultant will report directly to the Education Signature Program Director. Umuhuza will provide relevant background documents necessary for the assignment including, the Constitutive documents, policies, strategic plan, annual reports, the M&E framework, OCA reports, joint annual programme review report, strategic partners support and results framework and reports and any other relevant documents that might not have been mentioned here. Umuhuza shall be responsible for the coordination of meetings and other activities under the Consultancy.
Expertise
a) Academic Qualifications
At least a master’s degree in a relevant field in the area of human rights, law, planning, public policy or development studies PhD in organizational development is an added advantage
b) Experience
  • A minimum of seven years professional experience in strategic planning and management.
  • Prior working experience on human rights and governance issues is an added advantage.
  • Demonstrated experience in the area of partnering and collaboration, CSO Advocacy, fundraising and organizational development.
  • Demonstrated experience in working with civil society, government partners and other stakeholders especially in the area of advocacy and capacity development.
c) Skills and Competencies:
  • Ability to work with minimal supervision;
  • High level written and oral communications skills in English;
  • Must be result-oriented, a team player, exhibiting high levels of enthusiasm, tact, diplomacy and integrity;
  • Demonstrate excellent interpersonal and professional skills in interacting with civil society, government and development partners;
  • Skills in facilitation of stakeholder engagements/workshops;
  • Evidence of having undertaken similar assignments;
  • Experience in research, policy development, management and programming-related work.
