Title: All Babies Count Data Analyst and Evaluation Manager
Reports to: Director of Monitoring and Evaluation (Primary) and Associate Director of Pediatrics (Secondary)
Location: Kigali, Rwanda (with routine travel to implementation sites for support)
Duration: Three years

Through service delivery, training, advocacy and research, PIH works around the globe to bring the benefits of modern medical science to those most in need of it, to serve as an antidote to despair, and inspire others to do the same. PIH began working in Rwanda in 2005 with our sister organization, Inshuti Mu Buzima (IMB). Our efforts in Rwanda have achieved rapid success, gaining the attention of both the highest levels of the Government of Rwanda and the international community. Through partnership with the Ministry of Health in our efforts, we have already helped to strengthen the public health system in the areas we serve and are helping the government develop plans to replicate elements of our model throughout the country.
The Role:
The Data Analyst and Evaluation Manager will support the scale-up of the All Babies Count (ABC) initiative conducted jointly with PIH/IMB and the Ministry of Health; ABC is an intensive intervention focused on improving neonatal quality of care at all levels of the health system to decrease neonatal deaths, supported by a grant from Saving Lives at Birth. The role will include a combination of data management/analysis, research, and capacity building responsibilities. The Data Analyst will work closely with the Associate Director of Pediatrics, the ABC Scale-up Manager, ABC Mentors, and MOH teams to support MOH/IMB evaluation of ABC in seven district hospital catchment areas across Rwanda.
General Responsibilities:
Under direct supervision of the Director of Monitoring and Evaluation, the data analyst and evaluation manager will have the following responsibilities:
Data analysis and management (70%):
  • Build databases for paper and/or electronic data collection
  • Perform extensive data cleaning and quantitative analysis in Excel and Stata, including routine data quality assessments under the direction of the Research Advisor
  • Manipulate multiple datasets to create a desirable dataset
  • Develop reports from various databases and draft reports on routinely collected data
  • Support preparation of presentations for IMB/MOH meetings (e.g. stakeholder meetings, District Learning Collaborative sessions, or others as needed)
  • Consult with program staff on data analysis or interpretation requests as needed
  • Routinely provide reports to program leadership
  • Develop and update data dictionaries, protocols, and SOPs
  • Document all validation and analysis procedures and write other process documentation as needed
Research (20%):
•           Develop research tools, including paper and electronic data collection forms
•           Ensure adherence to ethical protocols for data management, storage, and sharing
•           Process Rwanda National Ethics Committee annual renewals, including drafting of research progress reports
•           Draft manuscripts, evaluation reports for funders, and abstracts for conference presentations
•           Manage submission of manuscripts and abstracts to the IMB Research Committee following standard procedures
•           Participate in monthly calls with Research Advisor and Associate Director of Pediatrics to discuss data quality assessment, ongoing analysis, and any data issues
Capacity Building (10%):
•           Provide trainings and coaching to ABC mentors in data quality assessments, validation of HMIS data, and data use
•           Bachelor’s degree in statistics or related quantitative discipline
•           Minimum of two years of experience data cleaning and management 
•           Advanced proficiency in Excel for developing clear data tables and visual presentations of data through charts, figures, etc.
•           Experience developing databases
•           Working knowledge of Stata, or other statistical packages
•           Committed to the mission and values of the organization
•           Willing to travel to remote rural areas, including overnight stays as needed
•           Proficiency in English
•           Master’s degree in statistics or related discipline
•           Research and/or monitoring and evaluation experience in health or development as demonstrated through coursework or work experience
•           Prior experience with MOH Health Management Information Systems data
•           Experience developing electronic data collection tools
•           Fluency in Kinyarwanda and English
