In September 2013, the Country's second generation of the Economic Development and Poverty Reduction Strategy (EDPRS 2) was officially launched. The overarching goal of EDPRS 2 is to accelerate the country's progress to middle income status and better quality of life for all Rwandans through sustained average GDP growth of 11.5% and accelerated reduction of poverty to less th
an 30% of the population. To achieve the aforementioned goal, there is need for increased capacities of the department in charge of National Development Planning and Research to adequately support sectoral Ministries, Agencies and Districts to plan and implement the right interventions and projects that will deliver EDPRS 2 objectives.
In light of the increased need to support and mentor National planners in Ministries, Agencies and Districts, GIZ is recruiting a competent and experienced infrastructure specialist, preferably in the field of energy and / or water, to support the Department of National Development Planning and Research via the program “Macroeconomic advice for poverty reduction in Rwanda”.
A.    Responsibilities
The project advisor is, under supervision of the Project Manager, responsible for
  • Working with the National Investment Planning Unit on the implementation of  daily operational aspects, identifying key priority areas for capacity building and research;
  • Financial and economic assessment of public investments;
  • Ensure synergy between the infrastructure investment plans at all levels (central and local government) and between institutions;
  • Identify issues and bottlenecks on strategic infrastructure projects through coordinating with NDPR staff and analysing information from budget and other departments;
  • Showing inter-linkages between economic policies/strategies and different programs of the Government of Rwanda;
  • Support the heads of units of NDPR in the coordination of activities relating to the area of expertise.
The project adviser performs the following tasks:
B.    Tasks
1.    Management and coordination
The Project Advisor
  • will work with the heads of units of NDPR and support the development of a capacity building plan to ensure that adequate capacity of NDPR/MINECOFIN staff and procedures are built over the period to the end of the assignment;
  • supports financial and economic appraisal as well as prioritization of public investments in infrastructure sub-sectors in the context of limited resources;
  • supports NDPR in coordination of investment planning in the infrastructure sub-sectors;
  • supports NDPR in monitoring key infrastructure projects;
  • provides recommendations on priority projects to be funded in the medium term expenditure framework and propose mode of financing to be pursued for projects to be funded;
  • assists to draft terms of reference for short-term experts and consulting firms, e.g. for trainings, and help to identify suitable experts;
  • will contribute to regular progress reports.
2.    Communication and networking
The Project Advisor
  • will work closely with all staff of NDPR;
  • will regularly participate in GIZ meetings and GIZ sector network meetings and job related trainings;
  • Maintains a good flow of communication and information between NDPR and GIZ.
3.    Coordination /additional tasks
The project advisor
  • will be assigned tasks according to a work plan, which is agreed upon with the management of NDPR on a monthly basis;
  • will report and receive joint feedback on the basis of the monthly work plan;
  • will work to fulfil targets (imihigos), jointly decided upon with NDPR;
  • Performs other duties and tasks at the request of management.
C.    Required qualifications, competences and experience
Qualifications
  • Master’s Degree in finance, business administration and/or related field;
  • Knowledge of economics, development planning concepts and project management are an added advantage.
Professional experience
  • At least 2 years of relevant work experience in an investment planning function, preferably in the energy or water sector;
  • Experience in the field of skills development activities and research is an added advantage.
Other knowledge, additional competences
  • Advanced knowledge in using Microsoft Excel;
  • Sound knowledge of financial analysis and investment programming;
  • Strong implementation and follow up skills;
  • Strong strategic planning and decision-making capabilities;
  • Ability to communicate effectively in national languages (English and Kinyarwanda) with a wide range of stakeholders including high level policy makers;
  • strong managerial and organisational competence;
  • Motivated and willingness to up skill as required by the tasks to be performed – corresponding measures are agreed with management.
