The mandate of the EU Delegation to Rwanda is to represent the European Union in Rwanda and ensure the follow-up of bilateral relations in the areas of political, economic, trade and external assistance cooperation. Plus, maintain and increase the visibility, awareness and understanding of the EU and its mission and values. Position: Project Officer – Local Agent Duty

Station: The Delegation of the European Union to the Republic of Rwanda in Kigali  

Reports to: Team leader infrastructure  

Job Summary:  

Under the supervision of the Infrastructure Team Leader, and in collaboration with the other agents of the section and Delegation, the agent will contribute to the implementation of the EU cooperation on the infrastructure sector, mainly energy. A big part of job consist of building positive relationships with key stakeholders in the energy sector and deliver on the main tasks assigned.  

Main Tasks:          

Contribute to the preparation, implementation, control, closure and sustainability monitoring post-closure of the infrastructure / energy projects agreed between the European Commission and its partners, in particular the Government of Rwanda.          

The project officer may also contribute to the elaboration of policy papers and to the preparation of visits to projects for incoming visitors and hierarchy of the EU Delegation. 

 In collaboration with the Finance & Contract section, the agent will assist in the contracting and payment relates to his / her programmes. The agent will collaborate with other sections agents for certain activities in relation to his /her expertise.         

The officer will attend site meetings, consultation and coordination meetings with the stakeholders in the sector (companies, offices, administrations). Competencies ·        

Ability to communicate clearly and accurately.        

Good analytically and in identification of priorities.         

Working capacity under stress.         

Spirit of teamwork, rigor and good working with people.         

Organizational skills and delivering results are essential.         

Ability to carry out missions in the field and availability to flexible hours.         

Initiative, autonomy, responsibility, discretion and ethics are essential qualities for this position.  



Key qualifications and experience:

University level in engineering and/or economy (or equivalent, with a link to the energy sector), minimum Master degree (eq. BAC+5), attested by a recognised diploma. ·        

At least 3 years of general experience in the field of infrastructure / energy.         

Specific experience in the energy sector among the following areas: public policy, legislative and regulatory aspects, regulation of the sector, economy of the sector (pricing, CAPEX, OPEX), technical knowledge on electricity generation (in particular renewable source), transmission, distribution and retail, grid-connected and "off-grid" technologies, rural electrification, energy efficiency, biomass and forestry sub-sectors. ·         Experience in international cooperation, especially government to government, will also be a determining factor. ·        

A second degree would be considered an advantage.         

General knowledge in the areas of building and public works, and/or water & sanitation would be an advantage.        

Experience in technical and financial management of projects, procurement procedures, knowledge of the European Union cooperation, European Development Fund procedures, and experience in a delegation of the European Union or in projects funded by the European Commission all constitute an advantage.  

Language:

Excellent command of English is required, good knowledge of other languages is a plus (Kinyarwanda and French in particular) This position gives the candidate the oppertunity to work in a recogniced international organisation with a favourable working environment and conditions.
