Background
The Maternal and Child Survival Program (MCSP) is conducting a regional situational review of facility-based MDSR, PDSR and/or combined MPDSR systems (when existent) in the Africa region to assess the status of implementation in select countries and to deepen understanding of operational barriers and generate recommendations for strengthening MPDSR systems at regional and country level.
Specifically, implementation experiences in 4 countries in the region (Zimbabwe, Nigeria, Rwanda, and Tanzania) will be assessed to better understand facilitators and challenges for designing, implementing and sustaining MPDSR systems more broadly. This regional review will help clarify performance drivers, common challenges and best practices in implementing, sustaining and scaling up MDSR and PDSR systems including factors promoting integrated national and sub-national level systems in countries of focus.
The Purpose and Objectives of Consultancy
The purpose of this consultancy is to support the collection of data, analysis and report writing for the MPDSR assessment in Rwanda. Specifically, the consultant will participate in interviews with key stakeholders at national, subnational/district and facility levels of the health systems involved with MPDSR implementation. In collaboration with MCSP staff, the consultant will lead the assessment team that will participate in interviews in at least 10 Hospitals located in various provinces and 1 health center in each of the selected hospital catchment areas. In addition, the consultant will conduct at least 5 central level interviews with MOH and RBC teams and other key partners that will be determined by MCSP.
Required outputs
  • Development of an inception report
  • Participate in a one day orientation session on the assessment, methods, and tools
  • Participate in planning for the field activity to collect data/conduct interviews.
  • Conduct structured interviews with key stakeholders at central, district and facility levels.

  • Lead a team of interviewers at the target institutions in collaboration with MCSP.
  • Analyze, discuss and share findings with MCSP technical leads for their input and validation.
  • Hold a debriefing meeting and present a final report
Required qualification
The following competencies are required:
  • Advanced degree in Medicine, Nursing or Public Health
  • Vast knowledge of operational research with proven experience coordinating/conducting data collection activities
  • Strong analytic and report writing skills
  • Extensive knowledge of the Rwanda health sector
  • Strong communication skills
  • Availability to travel within the country
  • Fluency in English and Kinyarwanda (oral and written) is required. Knowledge of French (spoken) is of added value
  • Be Rwandan by nationality
  • Ready to start immediately
  • Local consultant are encouraged to apply
Logistics
Accommodation costs will be covered by the consultant. However the MCSP technical lead will facilitate field data collection. To ensure that all goes well, the MCSP staff will ensure that all the needed items are available before the commencement of the assessment.
Period of performance
This assignment will require approximately 20 working days in the months of December 2016 and January 2017. The consultant should be available throughout the period of the consultancy.

Consultancy Fees
Consultancy fees will be negotiated with best consultant candidate and should not exceed usual local consultancy rate fees. A contract will be established between the Jhpiego under MCSP Project and selected consultant. Jhpiego reserves its rights to cancel this invitation for consultancy services at any time or to not award consultancy services contract in case the organization is not satisfied with consultancy service proposal or for whatever reason.
