CARE International in Rwanda is seeking to recruit a Food Security and Nutrition Advisor for its project that aims to provide technical assistance to enhance the Government of Rwanda's capacities in the agriculture sector for the sustainable use of land and water resources, value creation and nutrition security. The person will be based in Kigali
Project description

The general objective of this contract is “To support the government in implementing the agriculture sector strategy, and in particular its contribution to the national development targets by enhancing food and nutrition security, the sustainable and efficient use of land and water resources, the development of agricultural high-value chains and the strengthening of Public Financial Management (PFM) capacities in the agriculture sector.”
Required profile (indicative):
Qualifications and skills
  • A university degree or equivalent in agriculture, rural development, nutrition or any other relevant discipline; a postgraduate degree is a strong asset;
  • An excellent verbal and written command of English is essential; knowledge of local languages is an asset;
  • Excellent communication and community development skills.
General professional experience
  • Preferably 10 years of professional experience in food security and/or nutrition issues, acquired through working both with the government and with the communities;
  • Management or participation in projects involving technical aspects covered under by the programme i.e. food and nutrition security, the sustainable and efficient use of land and water resources, the development of agricultural high-value chains and/or the strengthening of Public Financial Management (PFM) capacities in the agriculture sector is required, preferably in Sub-Saharan Africa, longer years an asset;
  • Experience in Sub-Saharan Africa is a must, longer years is an asset;
Specific professional experience
  • Preferably 5 years of professional experience in food security and/or nutrition issues on a policy advisory level;
  • Preferably 3 years’ experience as expert for technical assistance projects or programmes dealing food security and/or nutrition issues;
  • Experience with public sector institution building in agriculture sector;
  • Experience with institutional capacity building and change management in the agriculture sector is an asset.

- The position will be confirmed subject to donor approval of the project
