JOB TITLE: Senior Economic Strengthening Officer
REPORTS TO: Market Development Specialist
Catholic Relief Services (CRS) is an international non-governmental organization supporting relief and development
work in around 100 countries around the world.  CRS programs assist people on the basis of need, not creed, race or nationality. The primary goal of CRS/Rwanda programming is to ensure that vulnerable households in Rwanda achieve full, integral human development.
CRS/Rwanda contributes to economic strengthening in Rwanda through the Savings and Internal Lending Communities (SILC) methodology, a CRS approach successfully used worldwide to increase household incomes and promote a savings culture in vulnerable communities. Additionally, the Private Sector Provider (PSP) methodology is used to graduate SILC field agents into certified agents who continue to provide technical assistance to SILC groups on a fee-for-service basis once the initial SILC project ends.
CRS is seeking a Senior Economic Strengthening Officer for the USAID-funded HugukaDukore Youth Employment Activity (HD).  The program seeks to increase stable employment opportunities, including self-employment, for male and female vulnerable youth, to improve youth training systems, and to increase investment in skills for vulnerable youth.  Intermediate Result 2 focuses on rural youth to help them to improve their skills to become self-employed, largely in value-added activities in agro-processing and other rural micro-enterprises. The project will support improved access to saving and loan services through Savings and Internal Lending Communities (SILC) programming.
The Senior Economic Strengthening Officer will be responsible for strengthening the capacity of implementing partner staff in savings group programming, through trainings and technical supervision.  The Senior Economic Strengthening Officer will support the Market Development Specialist in programming strengthening savings group linkages to formal financial institutions.
General Function
The Senior Economic Strengthening Officer will lead trainings of implementing partner staff on SILC and PSP methodologies and will provide technical supervision as implementing partners roll out these methodologies to youth.  The Senior Economic Strengthening Officer will train implementing partner staff on the Work Readiness Curriculum as well as the Financial Education curriculum.  The Senior Economic Strengthening Officer will support the Market Development Specialist in leading trainings for implementing partners on financial linkages, and will lead trainings of PSPs on linking to formal financial institutions and Advanced Business Skills.
Specific Job Responsibilities
  • Lead trainings on savings group methodologies, work readiness, financial education and advanced business skills.
  • Support the Market Development Specialist in trainings on financial linkages between youth savings groups and formal financial institutions.
  • Conduct technical supervision as implementing partners roll out trainings to youth beneficiaries.
  • Provide technical oversight to implementing partners during the PSP certification process and establishment of PSP networks.
  • Support implementing partners in carrying out sensitization of communities and government officials about the components and advantages of the SILC/PSP approach.
  • Provide regular monitoring and technical support to partner organizations in the process of organizing SILC groups and implementing the methodology at community level.
  • Demonstrate technical leadership and serve as resource person for savings group on the project team.
  • Ensure accurate and timely reporting on activities and results in compliance with donor reporting requirements.
  • Other tasks as may be assigned.
Qualifications and Experience
  • Bachelor’s degree in Business, Finance, International Development or related field
  • Minimum of five years’ experience working in microfinance and economic strengthening; at least three years’ experience working in these domains in an NGO setting
  • Minimum of two years’ experience in youth-oriented programming
  • Experience as a trainer and demonstrated success in knowledge transfer of economic strengthening approaches and interventions
  • Ability to transfer knowledge to people with a variety of interests and educational backgrounds through both formal and informal training
  • Demonstrated commitment to gender-responsive programming
  • Leadership skills with self-initiative and ability to make sound programmatic decisions
  • Experience in budget monitoring and reporting for large publicly-funded projects desirable
  • Excellent organizational skills, team work and ability to prioritize tasks in a timely manner
  • Sound coordination skills and a demonstrated ability to multi-task
  • Demonstrated skills in diplomacy, flexibility and resourcefulness
  • Strong critical thinking and creative problem-solving skills
  • Knowledge of USAID programming preferred
  • Proficiency in Word, Excel, PowerPoint and Outlook required; experience in SAVIX an advantage
  • Excellent oral and written communication skills, ability to work well with people, good judgment and commitment to CRS’ mission
  • Willingness to travel to rural project districts around the country
  • Fluent spoken and written English and Kinyarwanda required; proficiency in French is an asset
  • Rwandan nationality
