Based at: Aegis Trust – Rwanda Office
Accountable to: Head of Finance and Grants - UK
Accountable for: Programme & project budgeting

Job Purpose
Support the work of Aegis Trust, Programmes staff in the effective financial management; to build the strong grants management system, project accounting and financial / donor reporting.
Main Responsibilities           
1.    Budgeting and Accounting for Programmes (restricted and unrestricted)
  • Work with International Programmes Rwanda & UK staff to develop, monitor and analyse programme budgets, income and expenditure
  • Work with finance staff in the preparation of Aegis monthly management accounts, particularly reconciliation of income and expenditure, including review of monthly BvA’s for individual programmes with Programmes Director and Programme Managers  
  • Contribute to preparation of annual budget, reforecast and other cash flow projections for the programmes department (at the moment we don’t have practice for preparing the annual organizational budget. We need the person who start doing annual planning)
  • Ensure adequate financial management controls, systems and processes are maintained for all international programmes and are constantly updated (e.g. Cost Recovery Policy, Staff Admin Tracking form, exchange rate policy, staff trip expenses, Aegis Finance Manual, etc.)
2.    Financial Management and Reporting on International Programmes
  • To ensure that project accounting is effective and income/expenses are being booked to relevant project
  • Introduce the best way to charge shared cost to the relevant project according to share (salaries and operational costs)
  • Produce BvA’s on monthly basis for each project and explain to the project staff about the financial performance
  • Support county team to prepare and submit accurate, timely financial reports to donors
  • Support the bid development team in budgets for new proposals.
  • Must ensure the Full Cost Recovery (Over Head analysis is required to calculate OH rate for the organization). For that matter, need to prepare the policy and have to implement
Scope of role
The Project Finance & Budget Coordinator is required to:
  • Alert senior staff to any areas of financial risk as they may arise
  • Be responsible and accountable for ensuring the financial performance of Aegis Trust working closely with responsible staff
  • Work closely with all Aegis’s Trust finance staff and provide information as required
  • Perform all other duties relevant to the post as required by Head of Finance & Grants
  • Work out of hours on occasion and as deadlines dictate.
Aegis Trust requires a practical professional who is able to bridge the gap between programmes and finance, who can communicate with confidence and authority, and is who is able to operate in an organisational environment with accuracy, flexibility, and tenacity.
  • Master Degree holder (Finance and/or Accounts) or Professional accounting qualification (ACA, ACCA, CIMA, CIPFA), or part-qualified or equivalent experience gained in a similar role
  • With the strong background of project accounting and system designing.
  • Knowledge of the donor funding, budgeting, donor reporting, regulatory context and charity governance with grasp of programme design, implementation methods
  • Sound management accounting expertise, experience and knowledge
  • Educated to degree level or equivalent
Experience & Skills
  • Demonstrable experience of directly managing the finances of programmes funded by institutional donors such as DFID, SIDA and the European Commission
  • Sound financial management skills, with demonstrable competence for preparing budgets, analysing financial information, advising on budget variations and reporting
  • Ability to analyse, interpret and explain complex financial information and make sound recommendations for both financial and non-financial people clearly in verbal and written form, including at distance
  • Ability to provide bespoke training and coaching to a range of stakeholders, including those with limited understanding of finance and at a distance
  • Computer literacy skills with good understanding of any accounting software like SAGE, Quickbooks (or similar accounting software) with competence for MS Office (Excel (high-level), plus Word, PowerPoint))
  • Strong numerical, verbal and written communication skills
  • Fluency in written and spoken English. Competence for Spanish and/or French (desirable)
  • Experience of living and/or working overseas, particularly in a developing country (desirable).

  • Able to prioritise and coordinate multiple tasks and work to tight deadlines in meeting departmental, organisational targets and donor targets
