ARC is looking for efficient and qualified person to fill up the following position in our organization;
POSITION TITLE:  Nurse (IPD, OPD, Pharmacy, HIV Program, Referral Service)
COUNTRY PROGRAM Rwanda

LOCATION: ARC Field Site
RESPONSIBLE TO:  Head Nurse
STATUS:  Full Time
SUPERVISORY CAPACITY:  None
DATE: February 2017

COUNTRY PROGRAM MISSION:
The overall goal of ARC’s program in Rwanda is to improve the well-being and self-reliance of the displaced refugee population from eastern DRC and Burundi by ensuring the provision of basic services (adequate health care & nutrition, shelter, water, sanitation & hygiene, HIV/AIDS prevention & treatment), improving food security and enabling economic recovery in six refugee camps located in Rwanda.

PRIMARY PURPOSE OF THE POSITION:
Nurses provide clinical care to refugees at the site level, according to all national health protocols.  He/she will maintain records of patient data for reporting purposes, and will work to maintain and improve the level of healthcare for beneficiaries.  This position may work in several different capacities within the nursing continuum, including IPD/OPD care, HIV/AIDs programming (in PMTCT and VCT), pharmacy management, and referral services, all according to both ARC and Rwanda Ministry of Health protocols and guidelines.

PRIMARY DUTIES & RESPONSIBILITIES 
  • Fill client file and register book for each patient who comes in for consultation
  • Interview patients to obtain information that will guide diagnosis with though physical examination of the patient while in consultation
  • Write all lab exams and findings in patient file and in register book 
  • Prescribe treatment for the patient consulted with extra attention on doses and side effects
  • Make decision on which patient can be referred to medical doctor
  • Make sure the consultation activities start by the scheduled time and finish when the last patient is consulted
  • Perform PIT when it is necessary, and report all HIV-positive cases to HIV Program
  • Ensure FP is fully integrated in consultation
  • Maintain medical materials and equipment
  • Coordinate with other health staff on self-assessment of clinical skills and challenges.
  • Perform recordkeeping procedures when registering patients according to health center protocols
  • Follow up on patients that he/she has consulted and hospitalized.
Responsibilities while assigned to hospitalization service:
  • Organize, complete, and manage patient data files according to confidentiality/organizational protocols
  • Interviews patient for information on guiding to the diagnosis with physical examination of the patient while in consultation.
  • Take vital signs regularly and record them properly on patients files
  • Assist medical doctor in doing wards rounds on daily basis
  • Verify all hospitalization materials, including beds, bed sheets, bed covers, medical materials and equipment, etc.
  • Work with health center cleaners in order make sure visits to hospitalized patients are done according to health center plan.
  • Coordinate with other health staff on self-assessment of clinical skills and challenges.
  • Remind all hospitalized patients and home-health aide to avoid forbidden habits like smoking and consumption of alcohol
  • Maintain proper recordkeeping procedures when registering patients
  • Follow up the patients that are in hospitalization.
  • Perform handovers to  the night duty team as per handover checklists
Responsibilities while timetabled to do night duty shift:
  • Make handover with the hospitalization team between 4:30pm and 5:00pm
  • Organize, complete, and manage patient data files according to confidentiality/organizational protocols
  • Interview patients to obtain information that will guide diagnosis with though physical examination of the patient while in consultation
  • Take vital signs during night and in the morning,  and record them properly on patients files
  • Verify and maintain all hospitalization materials, including beds, bed sheets, bed covers, medical materials and equipment, et
  • Perform consultations of patients during night and hospitalize severe cases
  • Distribute prescribed medicines to in-patients  and record distributions on the patient file
  • Follow-up with patients that are in hospitalization.
  • Make sure all hospitalized patients sleep in mosquito nets
  • Refer all complicated cases to District Hospital after correctly writing referral forms (transfer form and referral form)
  • Supervise the switching on/off the health center generator. The nurse on night duty must keep the key of generator house, and the opening of it must be done in her/his presence. The nurse on duty will supervise the filing of logbook and approve with signature what the generator operator fills in the logbook after a thorough looking into it. 
  • Present a comprehensive report on health center activities and data at morning health staff meetings
  • Perform handovers to  the morning duty team as per handover checklists
  • Coordinate with other health staff on self-assessment of clinical skills and challenges.
  • Enforce the restriction of rules on hospitalized patients and home-health aides using tobacco products and alcohol within the health clinic.
  • Organize, complete, and manage patient data files according to confidentiality/organizational protocols
Responsibilities while assigned to pharmacy service:
  • Use all pharmacy tools correctly according to stock management procedures for health products (stock cards, supply request book, register for special drugs distribution and register for Health Center materials).
  • Fill stock cards whenever there is a movement in or out of health center pharmacy 
  • Verify medical prescriptions according to protocols for pharmaceutical management
  • Maintain stock management and best storage practices for health products according to WHO and National protocols
  • Carry out distribution of essential drugs to patients on daily basis, respecting the FIFO method (First IN First Out), and informing patients on drugs dosage and mode of use
  • Receive and organize transport of medicines and other medical supplies from ARC  pharmacy store
  • Write and submit requisitions of essential drugs and other medical supplies on weekly basis
  • Maintain recordkeeping procedures of health products stock as per ARC pharmacy regulations
  • Coordinate with other health staff on self-assessment of clinical skills and challenges.
  • Collaborate on the delivery of essential drugs to patients with other ARC departments, particularly with the ARC pharmacy
Responsibilities while assigned to PMTCT service:
  • Counsel and test pregnant women and their partners for HIV in PMTCT, and provide them with accurate information about the infection, current treatments, services, options, and other resources.
  • Follow-up HIV-positive pregnant women in PMTCT service respecting the national protocol 
  • Assist deliveries of HIV-positive women and make adequate follow-up after delivery as required by national protocol.
  • Follow-up all babies born on HIV-positive mothers relying on national protocol
  • Organize and follow-up activities related to PCR for babies born on HIV-positive mothers as well as CD4 count for HIV-positive pregnant women.
  • Maintain current and accurate client records as directed, collect and report relevant data about services provided, and prepare statistical reports as required.
  • Develop and maintain an in-depth awareness of available HIV/AIDS treatment options, local resources and transmission prevention strategies.
  • Organize home visits as needed.
  • Work closely with other HIV Program staff on coordinating both health data, maintaining protocols on HIV treatment/counseling, and caring for patients
Responsibilities while assigned to referral service:
  • Organize appointments of patients
  • Organize, complete, and manage patient data files according to confidentiality/organizational protocols
  • Provide to both Health Center List and CHWs with the list of patients names and the dates of their referrals
  • Provide the monthly referrals schedule to Health Coordinator, Logistics Coordinator, and Head Nurse 
  • Accompany referred patients until they enter services where they are referred in-be it at district hospital or to national referral hospitals
  • Give payment sheets to patients before they enter the services they are referred in
  • Explain briefly to each referred patient details of the service he/she referred in
  • Follow-up with referred patients to receive medical care
Responsibilities while assigned to VCT service:
  • Counsel and test clients for HIV in VCT and provide them with accurate information about the infection, current treatments, services, options, and other resources
  • Organize appointments of patients
  • Organize, complete, and manage patient data files according to confidentiality/organizational protocols
  • Post in health center list of patients names and the dates of their referrals
  • Provide to CHWs the list of patients names and the dates of their referrals 
  • Provide the monthly referrals schedule to Site Manager, Logistics Coordinator, Medical Doctors and Head Nurse 
  • Accompany referred patients until they enter services where they are referred in
  • Give payment sheets to patients before they enter the services they are referred in
  • Explain briefly to each referred patient details of the service he/she referred in
  • Follow-up with referred patients to receive medical care
  • Perform any other duties assigned by the supervisor, or any other ARC Senior Managers.                 
EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED:
  • A1 in Nursing field
  • 2-3 years of experience in nursing in a clinical setting in Rwanda
  • Analytical and organizational skills/experience with health data
  • Demonstrated knowledge of Health Information Systems, Nutrition protocols, HIV protocols, and Primary and Reproductive Health Care concepts, including Rwandan Ministry of Health protocols and guidelines
  • Strong report writing skills with proven organizational/multitasking skills.
  • Strong coordination and leadership skills with proven ability to work across multiple technical areas simultaneously, supporting and mentoring multiple staff members.
  • Experience in collecting patient data for health systems monitoring purposes.
  • Experience in Monitoring and Evaluation of health-related projects
  • Oral/writing skills in Kinyarwanda, English, and French.
  • Ability to coordinate with other health sector staff in a diverse environment
  • Must have cross-cultural and strong interpersonal skills to work with refugees and vulnerable persons.
  • Excellent organizational and administrative skills.
  • Ability to prioritize multiple tasks and meet deadlines in a dynamic environment.
  • Experience working in protracted refugee situation and/or previous experience in Rwanda
