USAID Twiyubake Program

FXB Rwanda is a Rwandan Local Non-Governmental Organization (NGO) created in February 2012. It is affiliated to FXB International; an international NGO created in 1989, whose mission is to fight poverty and HIV/AIDS. Since February 2016, FXB Rwanda has signed a contract with Global Communities to implement the USAID – Twiyubake Program in Burera and Musanze Distr
icts in the Northern Province.
FXB Rwanda is currently seeking to recruit staff for the following position:
Position title: Field Officer/USAID Twiyubake Program
Reports to: USAID- TWIYUBAKE Program Manager
Number of position: 1
Job location: Burera District
State date:  March 2017.
JOB PURPOSE:
Under direct supervision of the District with reporting matrix to Program Manager and Technical Advisor, the Field Officer will be responsible for the implementation of USAID Twiyubake Program activities at the community level. She/he will be able to empower vulnerable households with economic strengthening and livelihood skills as well as promoting Bio Intensive Agriculture techniques (BIAT) through Farmer Field School to improve food security and nutrition at the household level.
KEY DUTIES & RESPONSIBILITIES
  • Participate in the implementation of TWIYUBAKE Program activities as per detailed work plan
  • Sensitization of communities and target groups on program objectives, strategies and activities;
  • Identification and registration of households within cohort 3 to be supported based on the lists established by NCC and program selection criteria;
  • Mobilize youth in and out of school to join Integrated Saving and Lending Groups and other economic initiatives
  • Establish and monitor the Integrated Saving and Lending Groups (ISLGs) in Burera District and ensure they are capacitated.
  • Facilitate Quarterly ISLGs data collection process and ensure that the collected data are entered into SAVIX-MIS.
  • Monitor on regular basis Farmer Field School (FFS) groups and participate in the establishment of new ones where needed as per work plan and targets.
  • Build and maintain positive working relations with local leaders and other partners in the assigned project area
  • Prepare and submit quality report on monthly, and quarterly report to Program Technical Advisor with evidence based monitoring tools
  • Coordinate activities of community based volunteers and provide them with required technical support;
  • Conduct home visits to assist beneficiaries and follow-up of activities on regular basis;
  • Participation in monitoring and evaluation of USAID Twiyubake program activities. 
QUALIFICATIONS AND EXPERIENCE
  1. Bachelor degree in an area of Development studies or Agriculture sciences.
  2. At least 3 years’ experience of working with Integrated Saving and Lending groups and Farmer Field School
  3. Having Bio-Intensive Agriculture Techniques skills will be an added advantage
  4. Highly developed interpersonal and communication skills including influencing, negotiation and coaching
  5. Fluency in English (both verbal and written)
  6. Experience in USAID funded programs is an added advantage
  7. The candidate must have a valid Motorcycle Driving license, category A
