Data collection assistant

1 Introduction

SNV has partnered with the Master Card Foundation (MCF) in a 5 year project that aims to stimulate Opportunities for Youth Employ
ment (OYE) in Rwanda, Tanzania, and Mozambique. The OYE project will connect rural youth (aged 18-30 years).  In Rwanda, the project aims to reach about 4,000 young, out-of-school youth in the rural areas with necessary skills for employment, self-employment and support the creation of youth led enterprises in Renewable Energy sector.
These ToR are meant to engage a data collection assistant who will basically support on the database and play a very important role in having constant communication with all the youths involved in the project.
The project develops the skills of out-of-school rural youth by providing technical training in the Renewable Energy sector, specifically in domestic biogas, solar, improved cook stoves, pico hydro power and briquette production sub sectors. Technical training is reinforced by basic life, leadership and entrepreneurship skills development to enhance youths’ entrepreneurial acumen and developRenewable Energy-as-their-business.Moreover, youth are forming cooperatives, associations or are organised in groups to support each other and facilitate their engagement. Progress of each youth who undergoes technical and basic life skills training has to be well documented and managed through a database system that contains personal information for every OYE youth. .
The strategic approachof OYEconsists of skills and capacity development of youth (push factor), linking these youth to market opportunities for employment and enterprise development (match factor), in growth sectors that have concrete potential for employment creation (pull factor).The project also aims to enhance access to ICT skills and technology, such as ICT based career guidance, mobile market information, peer-to-peer exchanges through web applications and business coaching.

2 Assignment objectives

SNV Rwanda intends to engage the services of a young professional who will support activities related to the database, and play a role in monitoring the project implementation specific duties that include to:
  1. Assist the M&E Advisor to coordinate Upload personal youth data on the online database for youth who will be enrolled this year.
  2. Update youth data on their progress in accordance to the information provided by the youth from different areas where OYE has interventions.
  3. Support to facilitate the preparation and organisation of youth coaching, as well as other districts’ events
  4. Contribute in feeding www.oyeafrica.org the project’s social media platform  

3 Specific tasks to be accomplished

  • Upload youth data of every youth that undergoes technical and basic life skills training in the online system.
  • Update youth progress on the database basing on the information received from youths through systematic progress tracking and use of web-based platforms, phone calls and monitoring visits.
  • Assist in youth graduation planning and related implementation at District level
  • Establish a strong line of communication with youth with telephone access to track their progress and collaborate with youth groups to collect progress information by occasionally field visits.
  • Assist inyouth coaching activities organisedin different districts.
  • Ensure timely allowance payments by verifying documentation, receipts, youth attendance list and requesting disbursements.
  • File and scan all the reports, receipts, documents related to youth training and coaching activities
  • Secures information by completing data base backups.
  • Contribute in the organisation and preparation of youths events
  • Contributing in feeding oyeafrica.org by posting OYE youth highlights on Facebook, twitter, WhatsApp and YouTube
  • Maintains operations by following policies and procedures; reporting needed changes.
  • Contributes to team effort by accomplishing additional activities as requested.

4Minimum qualifications

  • Bachelor’s degree in Applied Statistics or information technology applied to management.,
  • 2 years of experience in data collection and data Management in development project.
  • Proven skills and experience of using technology in data collection
  • Mastering Microsoft office,(Advanced in Excel)
  • Mastering a data collection or analysis software is an added advantage for selection
  • Fluency in English, French and Kinyarwanda.

5 Requirements skills

  • Good public relations and event organisation experience
  • Typing, Data Entry Skills, thoroughnessas well as attention to Detail
  • Dynamic, Results Driven,Decision Making and Independent
  • Should have very good ICT skills
  • Highly motivated with experience or interested in working with youth of low literacy levels.
  • Having some skills/ experience in accounting is a surplus ,

6 Starting date and duration

The Data collection assistant is expected to start as soon as possibleand will be engaged for duration of 3 months that is renewable upongood performance.
