Position: Assistant finance officer

Tubibe Amahoro (TA) is a not-for-profit organization created in 1995. Its vision is to “Achieve a society of equity in which laws and human rights are respected by everyone”. Its mission consists of “Promoting respect of human rights and integral socioeconomic progress of Rwandan population emphasizing o
n gender promotion, local economic development, and education of rights”.
 TUBIBE AMAHORO implements its activities through organization of the community into small groups and through their existing associations, cooperatives, and clubs. TA is based in Karongi district and operates in Karongi and Ngororero districts of Western Province and Burera district of Northern Province.
Under the financial support from NPA (Norwegian People’s Aid) TUBIBE AMAHORO is looking for suitable candidate for the position of Assistant Finance Officer in Karongi District.

Hierarchical supervisor: Finance officer
Job purpose
To ensure an efficient management of all financial aspects, assets, human resources and daily administrative deliverables at TA coordination team.
Major duties and responsibilities Under the supervision of the Executive Secretary of TA, the Assistant finance officer will perform but not limited to the following tasks:
  • Plan, organize, direct and control the accounting functions of TA ;
  • Prepare annual budgets and maintaining financial records ;
  • Ensure compliance with the TA donors and partner requirements ;
  • Ensuring that all statutory filings are timely prepared and filed ;
  • Manage daily requests from supporting staff and monitor administrative deliverables of technical staff ;
  • Developing and sustaining relationships with key donors and other partners ;
  • Prepare periodic management and statutory annual reports ;
  • Forecast cash requirements/obligation as a basis of maintaining adequate funds ;
  • Preparation of accounting document and vouchers
  • Make the declaration of RSSB and TPR periodically as required by RRA
  • Prepare and participate in financial audit
  • Perform any other duties assigned by the Executive Secretary of TA
  • To be able to work on the field
Qualifications, skills and core-competencies:
  • Rwandan Nationality ;
  • Holder of Bachelor’s degree in Finance or Accounting.
  • Have at least three years of accounting and/or finance experience preferably with NGO or other private sector.
  • Have accounting systems experience - both operating and implementing, familiarity with accounting software’s especially SAGE 100 is an added value ;
  • Additional skill sets/experience to include : budgeting, forecasting, business planning, procurement, contract management, management of statutory audits and tax reporting ;
  • Proven management experience in the finance context and ability to manage all stakeholder relationships through the value chain ;
  • Ability to work in a team ;
  • Must demonstrate high level of integrity, good interpersonal and social collaboration ;
  • Must be result oriented, with strong analytical, organization and decision-making skills.
  • Good communication skills in English, French and Kinyarwanda.
    computer literate (MS word, MS Excel, MS power point , internet explorer and accounting package )
