Category              : Full time, Open-ended contract with a prior six-month probation period.
General Job Description
Under limited supervision, the Agriculture Finance Manager will plan and monitor the growth of the agriculture credit Portfolio within the Company. He/She will work with all loan team to ensure the efficient coordination and supervision of the Agriculture Credit Unit function.
Key responsibilities
Management:
  • Maintain the agriculture finance unit organizational structure to meet all goals and objectives;
  • Create and maintain good relationship with existing and potential stakeholders;
  • Measure Agriculture finance Unit performance using appropriate metrics;
  • Responsible of the motivation, performance and development of all staff involved in agriculture finance
  • Coordinate all Capacity building programs of all staff involved in agricultural finance and other relevant stakeholders.

Credit Operations:
  • Develop and Coordinate the implementation of, monitor and evaluate the agricultural lending programmes;
  • Develop and Coordinate the implementation of, monitor and evaluate farmers’ saving mobilization
  • Systematically identify and recommend UFC Financing Opportunities within agriculture sector and propose tailor made products for them;
  • Develop and update lending and saving guidelines, policy and procedures to match the needs of the agriculture clients;
  • Ensure the existing loan products are meeting the farmers’ needs and propose adjustments/recommendations to the management accordingly;
  • Provide strategic support to the marketing and awareness Campaign team for the new developed and refined tailor made agri – loan and agri-saving products to ensure increase of loan and savings uptake;
  • Assessment of the loan Officers’ credit recommendations in accordance with the checklist pre-set by UFC and make recommendations competent Credit Committee
  • Conduct periodic credit reviews with a focus to agriculture loans;
  • Coordinate and supervise regular field follow up visits to the target clients to understand the perception of the service delivery and business relations with UFC in order to take the appropriate actions;
  • Contribute to the growth and management of the existing agricultural loan portfolio;
  • Develop, analyze, manage and facilitate the flow of all types of credit information;
  • Liaise with staff in other departments for necessary coordination and harmonization of relevant function of the agriculture finance Unit;
  • Monitor the quality of agricultural loan portfolio, coordinate recovery of written off loans and report compliance in line with the business plan and credit policies
Required qualifications and competencies
  • Knowledge and qualification at the University degree level in the relevant field (Agricultural economics, Agribusiness,); or other similar and relevant academic qualifications from a recognized University. Those having a combination of different degrees in the fields of finance/ business and agriculture are also eligible.
  • At least 5 years of working experience in Agriculture lending in Financial Institutions with at least 2 years at supervisory and / or managerial level;
  • Must have a good understanding of and experience in the agricultural sector, specifically in the areas of access to finance; and access to market
  • Ability to analyze complex problems and bring about innovative solutions;
  • Advanced level of Computer literacy;
  • Excellent and analytical skills;
  • Must have experience in reporting (including financials ) and good organizational ability;
  • Must have experience and understanding in the Value chain development with focus on Value Chain Financing (VCF);
  • Good planning and organizational skills;
  • Good written and spoken English; Kinyarwanda and French.
Desirable
  • Experience in working with farmers organizations in market access interventions especially Cooperatives and agribusiness entrepreneurs;
  • Experience in Capacity building programs
