General Job Description
UNGUKA Bank Ltd, BP 6417 KIGALI would like to recruit competent and qualified person to fill the position of Agriculture Credit Unit Manager to plan and monitor the growth of the agriculture Credit Portfolio within the Bank. Under the supervision of Head of Business she/he will work to ensure the efficient coordination and supervision of the Agriculture Unit functions.
Key responsibilities.
  • Maintain Unit organizational structure to meet all goals and objectives;
  • Create and maintain good relationship with existing and potential stakeholders;
  • Measure Agriculture Credit Unit performance using appropriate metrics;
  • Responsible of the motivation, performance and development of the Agriculture Credit Unit staff;
  • Coordinate all Capacity building activities of the agricultural credit unit staff and other relevant stakeholders;
Credit Operations:
  • Develop and Coordinate the implementation of, monitor and evaluate the agricultural lending programs;
  • Identify and recommend UNGUKA Bank Ltd Financing Opportunities within agriculture sector and propose tailor made financial products for them;
  • Develop and update lending guidelines, policy and procedures to match the needs of the clients;
  • Ensure the existing loan products are meeting the clients’ needs and propose adjustments/recommendations to the management accordingly;
  • Provide strategic support to the Marketing and awareness Campaign team for the new developed and refined tailor made agri - loan products to ensure increase of loan uptake;
  • Assessment of the agriculture loan Officers’ credit recommendations in accordance with the checklist pre-set by the institution to approve or reject;
  • Monitor periodic credit reviews;
  • Coordinate and supervise regular field follow up visits to the target clients to understand the perception of the service delivery and customer relationshipwith UNGUKA Bank Ltd in order to take the appropriate actions;
  • Contribute to the growth and management of the existing agricultural loan portfolio;
  • Develop, analyze, manage and facilitate the flow of all types of credit information;
  • Liaise with staff in other departments for necessary coordination and harmonization of relevant function of the Agriculture Finance Unit
  • Monitor the quality of agricultural loan portfolio, coordinate recovery of written off loans and report compliance in line with the business plan and credit policies.
Required qualifications and competencies
  • Knowledge and qualification at the University degree level in the relevant field (Agricultural economics, Agribusiness); or other similar and relevant academic qualifications from a recognized University;
  • Proven working experience of at least 5 years in Agriculture lending in Financial Institutions with at least 2 years at supervisory and /or managerial level;
  • Must have a good understanding of and experience in the agricultural sector, specifically in the areas of access to finance, and access to market;
  • Ability to analyze complex problems and bring about innovative solutions;
  • Advanced level of Computer literacy;
  • Excellent and analytical skills;
  • Team player;
  • Must have experience in reporting (including financials ) and good organizational ability;
  • Must have experience and understanding in the Value chain development with focus on Value Chain Financing (VCF);
  • Good planning and organizational skills;
  • Good written and spoken English; French is an added advantage;
  • Must demonstrate a high level of integrity.
  • Experience in working with farmers organizations in market access interventions especially Cooperatives and agribusiness entrepreneurs;
  • Experience in Capacity building programs.
Selection procedures
