Project Description
The Rwanda Private Sector Driven Agricultural Growth Project (PSDAG) is a five-year Feed the Future project funded by USAID and implemented by RTI International. The project was created in line with Government of Rwanda (GoR) targets and aims to develop a strategic partnership between the Rwandan public and private sectors to improve the conditions for investment mobilization and to create more economic opportunity for smallholder farmers through increased value chain market integration. The project’s principle objectives include:
  • Objective 1: Assisting the Government of Rwanda (GoR) to attract and increase Private Sector Investment
  • Objective 2: Facilitating Increased Private Sector Investment by Upgrading Agricultural Value Chains
Objective 1 will include the development and implementation of a clear roadmap for attracting and supporting private investment, including clear definition of roles and responsibilities within the GoR to improve the enabling environment and work with potential investors from their expression of investment interest to the implementation of the investment.

Specific Responsibilities
  • Attend the monthly Component 1 Technical Coordination meetings and provide expert technical advice and best practice experience, particularly but not limited to issues concerning the agricultural investment promotion;
  • Provide technical support to the Senior Policy & Institutional Development Specialist (SPIDS) and other Objective 1 team members to identify and support the implementation of Short Term Technical Assistance (STTA) including SOW development, review of consultant resumes, technical orientation, and review of STTA deliverables (quality control);
  • Support Objective 1 Team contributions to PSDAG annual work plans and revised and updated M&E plans including identification of Short Term Technical Assistance requirements on an as needed basis;
  • Respond to demand driven tasks as appropriate and as assigned by the SPIDS or the Chief of Party;
  • Participate in the review and quality assurance of all progress reports produced by the Objective 1 team;
  • Submit brief monthly email reports to the Chief of Party, Component 1 Lead, and PSDAG Manager at CA-USA describing work done that month and indicating any technical support issues for Objective 1 that need additional attention;
  • Other duties as assigned by the Chief of Party or her designee.
Qualifications
  • Post Graduate (Masters or PhD) qualification in Agricultural Economics, Public Policy, Agriculture or Agribusiness, Public Sector Management, Economics, or other related fields;
  • Minimum 10 years’ experience gained in a relevant environment such as agricultural policy, international development, and or project / policy implementation;
  • Knowledge and experience in capacity building is desirable;
  • Thorough knowledge of the agricultural sector in Rwanda is essential;
  • Previous experience working with development partners such as the World Bank, USAID, and other similar international reputable organizations will be an added advantage;
  • Fluency in English required; knowledge of French and Kinyarwanda a plus.
