Terms of Reference (TORs): Education Materials Development Consultant
Implementation Support: Reference Book on Peace and Values Education.
A.    Background
The Aegis Trust is an international organization working to prevent genocide. Aegis honors the memory of the victims of genocide and enables students, professionals, decision-makers and a wider public to meet survivors and learn from their experiences. Through education, we work to bui
ld long-term peace by encouraging communities to change from mindsets of mistrust and prejudice to a position of shared responsibility for peace and stability.
Under Peace Education, we have already implemented two projects; RPEP (Rwanda Peace Education Program) and GRRP (Genocide Research and Reconciliation Program). A key achievement of RPEP and GRRP was to incorporate Peace and Values-Based Education in the Rwandan national curriculum, termed the ‘Competence-Based Curriculum’ by Rwanda Education Board (REB). As of 2016, the Rwandan Competence-Based Curriculum integrates Peace and Values-Based Education as a crosscutting theme across subjects and academic levels.
We are in the process of implementing a new project termed as ESPR (Education for Sustainable Peace in Rwanda). The mandate of this project is to improve the delivery of Peace Education and support the implementation of the newly adopted school curriculum under the impact of contributing to strengthened resilience against genocide in Rwanda.An opportunity thus exists to disseminate the methodology and approach to Peace and Values Education through the design and provision of widespread access to teaching and learning materials.
Aegis Trust is looking for a highly qualified Education Materials Development Consultant to develop a streamlined Reference Book for Peace and Values Education that will be used by teachers, students, youths, parents, and all members of the community. The Consultant will develop the Reference Book on behalf of Aegis Trust Rwanda/Rwanda Education Board under the ESPR (Education for Sustainable Peace in Rwanda) Project. This short-term consultancy will focus on the provision of a detailed Reference Book from the skeleton already approved by Aegis Trust. Quality assurance is a major aspect of this process and the Consultant will assist with the monitoring of quality assurance standards of the Reference Book to ensure that there is compliancy with local and international benchmarks.
B.    Objective of the Consultancy:
The detailed Terms of Reference (TORs) describe the role of an Education Materials DevelopmentConsultant who will develop the detailed Reference Book on Peace and Values Education in alignment with the skeleton provided. The Reference Book will be developed based on this skeleton and the involvement and collaboration of educational staff of Aegis Trust. The Reference Book will be tailored based on both the local and international context of building resilience, and everlasting peace in the world.
The Reference Book should incorporate all the aspects of Peace building based on recommendations and relevant stakeholders should be consulted within the various stages of developing the book.
C.    Scope of Work/Tasks
Under the supervision of Aegis Trust’s Director of Education and the Education Specialist and in close collaboration with the Education Team at Aegis Trust, theEducation Materials Development consultant will discharge the following tasks:
  • Conduct a technical review of the curricula skeleton developed for the Reference Book under the ESPR project.
  • Review quality of the different Reference Books at Aegis’ disposal.
  • Develop a comprehensive Peace and Values Education Reference Book that can be used by teachers, parents, youth, students and all members of the community. The Reference Book will be in English and will be in both soft and hard copy.
  • Manage the testing of the viability of the Reference book with relevant stakeholders and adjust according to the findings.
The consultant is expected to start immediately.
D.    Expected Deliverables
  • Inception report outlining approach to the assignment together with a schedule and best-estimate budget for key components/activities.
  • A more detailed project management report- with more clearly defined actions and outputs; implementation timeline and itemized budget. This should be submitted within two weeks of signing the contract.
  • A detailed and comprehensive Reference Book for Peace and Values Education for Aegis Trust Rwanda.
  • The consultant will present a bi-monthly (every after two weeks) report on the progress of the assignment.
  • A final report after testing the Reference Book with all relevant stakeholders and incorporating all the feedback.
E.    Location
The consultant will be based in Kigali at Aegis Trust’s Education Department Office at Kigali Genocide Memorial.

F.    Candidate’s qualifications

a.    Education
  • Advanced educational background in one of the areas of: Curriculum Development, Education, Peace Studies and Conflict Transformation or related field.
  • Relevant knowledge of national issues and in particular of conflict resolution, and post-conflict education toward reconciliation.
  • Knowledge of current techniques and procedures used in the design and development of Education Materials.
b.    Experience
  • Proven track record of developing Education Materials.
  • At least seven years of experience in development, assessment and evaluation of
c.    Competencies
  • Proven experience of steering education materials from design to development.
  • Ability to communicate effectively in English; both oral and written; research, develop, present, and promote projects; work independently; prioritize work and meet deadlines.
  • Sound report writing skills.
  • Ability to interpret data.
  • Considerable knowledge of relevant literature, trends, and developments in Peace and Values Education.
  • Good computer (Microsoft office) and presentation skills.
  • Strong communication, public relations, and interpersonal skills.
  • Ability to contribute to and comfortably work in a multidisciplinary setting.
  • Able to work independently to strict timelines.
G.    Timing
The contract shall span a period of 3 months.
H.    Confidentiality
The consultant shall maintain full confidentiality of all documentation of the Reference Book. The consultant may not utilize, without prior approval from the Aegis, the information for presentations or studies related to this consultancy.
