Oxfam ,Head of Programmes Jobs in Rwanda

Oxfam Rwanda programme intervenes in four main sectors in Rwanda namely: Participatory Governance, Sustainable Livelihoods, Gender Justice and Humanitarian Response.   
The objective of Oxfam’s Country Strategy for Rwanda is centred in ensuring that Women, Youth and Men enjoy equal rights and benefit from fair and inclusive development.
We are currently recruiting for an experienced Rwandan national for position of;
Head of Programmes (Fixed Contract: 2 years)

Job purpose
To lead programme design, development and implementation and take responsibility for ensuring the programme meets minimum standards for programming as well as build strategic relationships with a variety of donors including mobilising private sector resources.
Reporting lines: Country Director
Key Responsibilities:
  • In collaboration with the Country Director, the HoP will actively contribute to the Country Strategic Plan and development of the country’s programming with an emphasis on overall quality programming and increased program funding, oversight of program budgets, forecasts and expenditures, ensuring grants are closely monitored and budget holders are held accountable, in collaboration with the Finance Department.
  • Together with the Country Director and Country Management Team, provide visionary leadership and creative program guidance to the programming team and staff by applying critical, innovative, problem-solving and forward-looking thinking and planning to program design and implementation of high-quality programs in line with Oxfam Country Strategy (OCS), also ensure effective and timely implementation of the projects and program
  • Support the programming team’s development of high-quality, responsive and evidence-based concept notes and proposals for funding. Rigorously review these concept notes and proposals prior to submission, and follow guidelines, Review and Approval Procedures
  • Working with the MEAL Coordinator, to ensure that adequate programme quality (monitoring, evaluation, learning and accountability) systems are developed, implemented and minimum standards adhered to and MEAL components across all programs
  • Provide high level technical advice and support on all policy issues and facilitate the development and delivery of high quality programs with strong gender justice by ensuring that women rights and women leadership are at the core of Oxfam’s work in Rwanda
  • Build the capacity of programming staff in key project management principles, tools and approaches and ensure that these new skills are utilized on the job.
  • Play a key role in the day to day running of Oxfam Rwanda program via representing the Programmes Unit within the Country Management Team and actively develop and maintain positive relationships with INGOs and Oxfam partners.
  • Provide necessary and timely feedback to all staff being directly managed; ensure Program Leads and Coordinators follow the same process for performance management of their direct reports.
  • With support from HR, manages the life cycle of individuals within their team from pre-recruitment to exit, including performance management processes and providing leadership, inspiration and guidance and ensuring that the management of the team is in line with Oxfam’s HR policies and procedures
  • Assist staff to maintain healthy relationships with government institutions and cooperating organizations through regular contacts, visits and fulfilment of program requirements.
  • Work closely with the Program Funding & Communication Coordinator; to identify opportunities for funding to ensure the financial sustainability of country program of Oxfam in Rwanda.
  • Ensure adequate resourcing allocated within budgets to scale up influencing at national level and support initiatives for resource mobilization
  • Support the CMT to develop appropriate ways of working that will ensure that they are externally focused and tuned to developments within their context ensuring the development of appropriate behaviours for influencing andidentify critical influencing capacity gaps among the country staff and partners and develop a plan of action to support the development of such capacities
Skills and competence
  • Professional/Technical qualifications – Undergraduate/Post Graduate in a development related field e.g. International Development, Development Studies, etc. and/or at least 5 years experience in a similar senior programme management role.
  • Experience in community development, community mobilization, or similar self-help initiatives, and a desire to maximize integration of program delivery.
  • Ability to coach team members on the building of strong, credible relationships with international and local NGOs, government associations, business leaders and communities.
  • Ability to think strategically; work creatively, effectively and in an innovative manner and have a strong analytical and conceptual thinking skills; able to understand complex issues and translate them into simple, workable actions and plans.
  • Experience in managing humanitarian, development and influencing programmes and have experience or knowledge of Rwanda and/or regional dynamics.
  • Excellent personal communication skills, in written and verbal English, with high impact influencing and persuasive skills.
