The Ministry Trade, industry and Affairs (MINEACOM) would like to recruit a competent person for the position of single project Implementation unit Coordinator (SPIU Coordinator)

1.       Scope at the Assignment:

The Coordinator SPIU MINEACOM has overall responsibilities for managing and delivering expected results as per MINEACOM's strategies financed by external resources including the Private Sector Development Strategy. Implementation plan and Support Project of well as the Ministry’s strategic plan. S/he monitor day-to-day project and program operations at MINEACOM. Including developing and monitoring an effective programme information and monitoring system.  S/he will also be responsible for developing and maintaining strong work relationships with development partners and other key stakeholders



 The Coordinator will have the following set of responsibilities:

 • Lead a multi-skilled team in all project management cycles particularly with the initiation and design of projects aligned with MINEACOM's mandate;

• Manage and motivate the SPIU MINEACOM team to realize their full potential.

• Develop and maintain detailed strategy, Annual Action Plans and activities schedules, and procurement plans for each of the projects and agreed output areas of the MINEACOM strategy and action plan.

• Lead the strategic and planning functions for SPIU and ensure close alignment with MINEACOM's line departments:

• Develop and maintain strong working relationships with MINEACOM's development partners - will be the key SPIU liaison with external stakeholders;

• Assure quality control during project implementation and reporting including quality of policies, strategies, project documents.

• Define terms of reference and provide assistance in sourcing and procuring experts to conduct technical assistance, expert missions, design baseline studies and training programmes in line with MINEACOM's procurement guidelines and procedures;

• Identify opportunities for new project ideas and programs aligned with the Ministry's mandate and lead in the sourcing of additional resources for these projects'

• Develop and maintain a database of on-going/pipeline projects and activities per the MINEACOM's strategy and action plan;

 • Prepare quarterly project and financial progress reports and provide updates to the SPIU Steering Committee and other stakeholder including Donors and Government

• Contribute to the preparation of MINEACOM's annual reports and work plan;

• Ensure good practice monitoring; learning and evaluation is used throughout the programme cycle from design and throughout implementation;

 • Develop, and implement a communication strategy of SPIU-MINEACOM's projects in close collaboration with the Line departments and communications team

2         Academic and Professional qualifications:



• A Master's degree preferably in Economics, Development studies. International Trade. Business Administration. Finance or Management. Project Management with 3 years of experience in externally financed projects preferably by the World Bank. UN, AfdB and IFAD:

• Or a Bachelor's degree with a minimum of 10 years' experience of senior positions in externally financed projects preferably by the Wald Bank. UN, AfdB and IFAD.

• A certificate of program/project management from a renowned institute will be an added advantage.

3          Work Experience

 • A minimum of 5 years management experience in managing economic development Cooperation programmes. These would be preferably in regional integration, trade facilitation, trade and investment climate reform; transport/logistic/industry Sector development, and/or institutional reform:

 • Strong programme cycle management skills, proven ability in preparing terms of reference and project documents, and monitoring and evaluation skills are essentials

• In addition, the role requires practical experience in project financial management and project information system maintenance;
