Employees and agents engaging in this conduct are subject to termination and will be reported to USAID and the Office of the Inspector General. In addition, Chemonics will inform USAID and the Office of the Inspector General of any supplier offers of money, fee, commission, credit, gift, gratuity, object of value, or compensation to obtain business.
Offerors responding to this RFQ must include the following as part of the proposal submission:
  • Disclose any close, familial, or financial relationships with Chemonics or project staff. For example, if an offeror’s cousin is employed by the project, the offeror must state this.
  • Disclose any family or financial relationship with other offerors submitting proposals. For example, if the offeror’s father owns a company that is submitting another proposal, the offeror must state this.
  • Certify that the prices in the offer have been arrived at independently, without any consultation, communication, or agreement with any other offeror or competitor for the purpose of restricting competition.
  • Certify that all information in the proposal and all supporting documentation are authentic and accurate.
  • Certify understanding and agreement to Chemonics’ prohibitions against fraud, bribery and kickbacks.

Section 1: Instructions to Offerors
  1. : The Soma Umenye Project is a USAID-funded program implemented by Chemonics Soma Umenye LLC in Rwanda. The goal of the Soma Umenye is to improve reading outcomes in Kinyarwanda for at least 1 million children in public and government-aided schools in Rwanda by the end of P3. Specifically, LEARN will target all children in Grades P1-P3 attending public and government-aided schools nationwide and ensure that at least 70 percent of students are able to read grade level text with fluency and comprehension. As part of project activities, the Soma Umenye requires the purchase of custom-made bookshelves that will be distributed in P1-P3 schools across the country. These bookshelves will be used to hold and display a variety of books that will be used by teachers and students in the classrooms. The purpose of this RFQ is to solicit quotations for these items.
Offerors are responsible for ensuring that their offers are received by Chemonics in accordance with the instructions, terms, and conditions described in this RFQ. Failure to adhere with instructions described in this RFQ may lead to disqualification of an offer from consideration.

  1. : Questions regarding the technical or administrative requirements of this RFQ may be submitted no later than 17:00 local Kigali time on March 21, 2017 by email to Questions must be submitted in writing; phone calls will not be accepted. Questions and requests for clarification—and the responses thereto— that Chemonics believes may be of interest to other offerors will be circulated to all RFQ recipients who have indicated an interest in bidding.
Only the written answers issued by Chemonics will be considered official and carry weight in the RFQ process and subsequent evaluation. Any verbal information received from employees of Chemonics or any other entity should not be considered as an official response to any questions regarding this RFQ.
  1. Mandatory Site Visit:  In order to provide offerors an opportunity to view a sample of the bookshelf in person, offerors must visit the sample at Soma Umenye Project’ office located at Umuyenzi Plaza, 2nd floor, KN 5 Rd, Plot No 428, Rukiri I Cell, Remera Sector, Gasabo District, Kigali. The site visit will be conducted on Friday, Monday 20, 2017 from 10:00 AM to 1:00 PM Kigali time.
The visit of the sample is mandatory, Chemonics will not accept offers from any firm that does not attend the site visit.
Please confirm your attendance at the site visit in advance by email to no later than 17:00 PM local Kigali time on Thursday 16, 2017. This confirmation should include the full name and contact information of all participants. Participation in the mandatory site visit is the responsibility of the offeror. Chemonics will not reimburse offerors for any costs associated with attending the site visit.
