VACANCY – Finance Controller
The overall goal of ARC’s program in Rwanda is to improve the wellbeing and self-reliance of displaced persons and refugee population from Eastern DRC and Burundi by ensuring the provision of basic services, improving food security and enabling economic recovery in six refugee sites located in Rwanda. ARC is looking for a seasoned finance professional for this posit
ion, to be responsible for the overall Rwanda country program financial planning, budgeting, management and operations.
PRIMARY DUTIES/ RESPONSIBILITIES:
Financial Management – 40%
  • Manage day-to-day accounting functions including but not limited to regular cash verification, bank and balance sheet accounts reconciliations, monthly closing, timely submission of financial reports to headquarters (HQ).
  • Provide oversight to the finance team, and ensure accuracy, efficiency, and completeness of all transactions, adequate supporting documentation and appropriate cost accounting allocations for all cash receipts and disbursement transactions, monthly accounts reconciliations and timely preparation and submission of monthly financial reports
  • Prepare monthly/quarterly cash requirement requests for running ARC Rwanda programs ensuring that cash balances maintained are adequate, yet not excessive.
  • Analyze, Monitor and inform on grant spending through production of monthly Budget Versus Actual (BVA) analysis and ensure program teams understand and re-align for significant variances.
  • Ensure local taxation law requirements, all statutory declarations including HR related are correctly analyzed and fully complied with.
  • Update the ARC financial compliance dashboard monthly, note and address any significant variances.
  • Ensure that corrective action plans approved by HQ in response to external or internal audits and other monitoring reviews are implemented as planned and scheduled.
Reporting and Budgeting – 20%
  • Play a lead role in preparation of country program budgets, projections or financial analysis needs, including for all proposals, concept notes.
  • Reflective of the desired business partner function of finance, play key role in grant financial management set up, including grant opening meetings, progress reviews, and close out analyses. Related, develop grant specific compliance check lists from respective grant agreements, donor guidelines and ARC policies to guide effective implementation and compliance tracking.
  • Provide regular and timely complete budget reports and analysis to the Country Director and country leadership team, and ARC HQ.
  • In coordination with ARC HQ, and consultation with country leadership team, lead the production of ARC Rwanda country program projects and annual budgets.
  • Liaise with internal-donors (based in Rwanda) on finance and budget issues as required in consultation with Country Director and leadership team. 
Staff Management – 15%
  • Supervise senior and middle level finance staff, including performance management. This includes ensuring they are properly trained, continuously mentored and supported, and are clear on performance expectations set and expected
  • Regular travel to the field sites as required ensuring systems are in place and are properly followed, and field teams (inclusive of finance and administrative assistants) are reminded, adhere to and remain in compliance of financial and operational guidelines and expectations.
Audit and Internal Control – 15%
  • Implement and administer ARC systems for internal control, compliance, and accounting data processing and financial reporting functions in accordance with donor regulations.
  • Assist in internal audit function and reviews to ensure compliance with ARC and donor requirements.
  • Support and meet all donor expected reviews, audits or checking processes, meetings and reporting.
Other– 10%
  • Ensure the country program maintains up-to-date, accurate accounting system, including: computer data entry and paper file system.
  • Ensure all local taxation and statutory law, provisions and requirements are fully complied with, guiding the country leadership for adjustments or compliance needed, and options to meet the same.
  • Other appropriate duties as assigned by the Country Director or Regional Finance Controller
EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED
  • Minimum of Master’s Degree required in Finance, Accounting, or related field is required; with recognized and reputable certifications such as CPA preferred.
  • At least seven years direct experience in senior country or very large program level finance management for an international NGO or similar, preferably in programs in complex emergency or post-conflict settings.
  • Minimum three years of managerial experience, supervising senior and middle level finance staff or teams.
  • Experience successfully working in and with diverse multi-cultural teams, and multi sectoral programs and operations.
  • Direct experience with financial management rules and regulations for diverse international donors and grant requirements required.
  • Exceptional computer skills in Microsoft software products: Excel, Word, outlook etc and accounting software. Experience with Serenic or Sun software is strongly preferred.
  • Highly analytical, with demonstrated capability in scenario planning and analytics, detailed and multi-donor budgeting, tracking and reporting.
  • Solution, service and support oriented attitude and work ethic; and a willingness to guide colleagues and charges towards exploring options and solutions, while assuring fidelity to expected financial standards and compliance.
  • Excellent written and oral communications and presentations skills required. And comfort interacting, presenting and discussing with donors and partners senior finance and audit staff.
  • Good interpersonal skills, with desire and ability to coach, mentor and support staff.
  • Fluency in English required. With Kinyarwanda, Kiswahili or French as added advantage
