TERMS OF REFERENCE
CONSULTANCY TO DEVELOP A STRATEGIC PLAN FOR BUGESERA JADF
Background
Joint Action Development Forum (JADF) established by the Prime minister’s instructions n°003/03 of 03/07/2015 establishing the joint action development forum and determining its responsibilities, organization and functioning.
Mission of JADF

JADF has the mission of ensuring sustainable socio-economic development and improved service delivery through: the dialogue,active participation, accountability;  information sharing; and coordination of stakeholders interventions in decentralized entities.
Specific objectives of JADF
JADF has the following specific objectives:
to support the implementation of the decentralization policy by bringing all stakeholders together,to ensure full participation of citizens in local development process through their representatives from the public and private ,to promote the culture of dialogue and accountability so that the Voice of citizens can be heard by local leaders and service providers, to ensure coordination and integration of activities among all development stakeholders to enhance efficiency of development efforts and avoid duplication or redundant efforts, to promote the culture of participatory planning, monitoring and evaluation of development activities at District level,to support sustainable local economic development and  to promote quality service delivery.
Responsibilities of JADF at District level
JADF has the following responsibilities at the District level:
to ensure coordination and cooperation among stakeholders partners to guarantee joint integrated planning and monitoring of development initiatives; to promote the culture of accountability and transparency through JADF open day events;  to ensure whether individual plan of actions of JADF members contribute to the realization of District development objectives; to monitor the implementation of approved action plans based on priority activities of the District development plan; to promote the culture of knowledge and expertise sharing among District JADF members;  to ensure registration and regular updating of JADF membership data base; and to advise the District and Sector authorities on development matters.
BUGESERA DISTRICT
Bugesera is located in the South Eastern plains of Rwanda notably in the south west of the   Eastern Province. The district of Bugesera is bordered in the south by the Republic of Burundi (Kirundo Province), Ngoma district to the East, Kigali city and Rwamagana district to the North. The district is sandwiched between Rivers Nyabarongo and Akanyaru which converge at the southern part to form Akagera River. Bugesera district’s area is characterized by numerous lakes, the biggest of which are Rweru and Cyohoha. Bugesera District covers a total surface area of 1337 Km² of which arable land is estimated at 91,930.34 ha. The mean size of land cultivated per HH is 0,59ha.  The district is composed of 15 Sectors, 72 Cells and 581 Villages with a total Population of 363,339 people-177,404 males and 185,935females (according to the 2012 general population census).  Its Average Annual Population Growth Rate is 3,1%, with a  population density of 282 people per km2. (DDP of Bugesera 2013-2018).
JADF of Busegera District has strong members who are working in 3 clusters (Social Development Cluster, Economic Development Cluster and Good governance and Justice cluster) .Today JADF of Bugesera  has60 member organizations .
The ultimate goal of JADF program is to improve and create sustainable economic development; service delivery and domestic accountability in local communities and building national development management capacity. In the medium-term, the JADF Strengthening Program was expected to have the intermediate purpose of strengthening the capacity of JADF to work with local communities to achieve the goals of this program.
OVERALL OBJECTIVE OF THE CONSULTANCY
The overall objective of this consultancy is to develop a five year Strategic Plan to ensure that Bugesera JADF fulfills its mandate.
ROLES AND RESPONSIBILITIES
JADF Bugesera will be responsible for:
  • Identifying stakeholders and relevant documents as required by the consultant to successfully accomplish the work.
  • Providing feedback on reports submitted by the consultant within the agreed timelines.
  • Covering the costs of and managing communications and logistics associated with the exercise.
  • Actively engaging with the Consultant during the exercise.
The selected Consultant will be responsible for:
  • Preparation of a work plan and an appropriate Analysis Framework working with the core group.
  • Actively engaging with JADF Committee, staff,, core group members and other stakeholders through the use of participatory processes.
  • Produce a context analysis document through a desk review
  • Lead the country strategic plan discussion
  • Regular progress reporting to JADF BUGESERA Management and the core group members
  • Production of deliverables in accordance with the requirements and timelines agreed to.
  • Preparation of reports for all the phases in the work plan.
Scope of work
The scope of work for the Consultant will include but not be limited to:
a) Review the vision and mission based on Bugesera JADF mandate;
b) Undertake stakeholder mapping and analysis;
c) Undertake a situation analysis of Bugesera operations to date;
d) Through a consultative process and application of an appropriate tool of analysis, identify focus areas and develop strategic objectives and key result areas for the same;
e) Review the institutional capacity, organizational set-up, financial and administrative systems against the Bugesera mandate and the identified strategic objectives and key result areas; and make recommendations, if any;
f) Propose a strategy for achieving the strategic objectives and key results;
g) Develop a Results and Resources Framework for the plan period;
h) Hold stakeholder meeting(s) to validate the draft Strategic Plan;
i) Finalize Strategic plan and submit the President of the JADF of Bugesera
Deliverables
  • Present an Analysis Framework based on these Terms of Reference
  • Write up of Context Analysis and Value Proposition for the Country Plan
  • Produce a draft strategic plan document including: The Elevator pitch, Mission and Vision (to be taken from the Strategic plan 2021) , SWOT analysis; Strategic Ambitions, Key Performance Indicators, Target groups, Partners, Context analysis-as well called industry scenario, Value Proposition, Operational plan/financial projections/organizational structure/fundraising plan/communication and visibility plan,
  • Presentation of draft strategy, write up to management for input
  • Submission of the final strategy to the Chairman of JADF of Bugesera .
Time span
This assignment is expected to be carried out for a period of 45 days
VII.Institutional Arrangements
The Consultant will report directly to the Bugesera JADF chairperson. The PS JADF Bugesera will provide relevant background documents necessary for the assignment including, The ministerial Instruction on JADF, JADF quarterly reports and other relevant documents. The PS JADF shall be responsible for the coordination of meetings and other activities under the Consultancy.
METHODOLOGY
The consultancy will present a methodology of maximum 4 pages on how to take on this strategic planning process.  The methodology will also include an estimated budget and reporting and timing.  Please note that JADF of Bugesera District can enter into discussion for budget modification if needed.
It is anticipated that this consultancy will be undertaken as from the 10thMay to 15th of June 2017 with an effective Level of Effort (LOE) not to exceed 45 working days. However, the consultant will prepare a detailed plan of work that will form part of the contract.
Expertise
a) Academic Qualifications
At least a master’s degree in a relevant field in the area of planning, public policy, development studies, Local Government Studies, Management and other related field
b) Experience
  • At least five years professional experience in strategic planning and management;
  • Prior working experience on decentralization issues is an added advantage;
  • Demonstrated experience in working with government partners and other stakeholders in public sector development programs especially in the area of capacity development,
  • Knowledge of the Theory of Change approach is a plus;
  • Experience of facilitating and analyzing qualitative feedback from Group Discussions
c) Skills and Competencies:
  • Ability to work with minimal supervision;
  • High level written and oral communications skills in English.
  • Must be result-oriented, a team player, exhibiting high levels of enthusiasm, diplomacy and integrity; Demonstrate excellent interpersonal and professional skills in interactingwith government and development partners;
  • Skills in facilitation of stakeholder engagements/workshops;
  • Evidence of having undertaken similar assignments;
  • Experience in research, policy development, management and programming-related work.
