Background of Trócaire
Trócaire is the official overseas development agency of the Catholic Church in Ireland, established in 1973 and currently has presence in more than 17 countries in Latin America, Africa and Asia including Rwanda.
Trócaire does not implement programme directly. Instead the organisation works in partnership with local civil society and catholic organisations on the ground. In working with Partners, Trócaire has a key mandate to enhance their capacities to respond to programme monitoring and evaluation, accountability, learning and communicating results.
Going forward, Trocaire will pursue an integrated programme in Rwanda focused on sustainable use and management of natural resources (land and water), women’s empowerment as well as preparing for and responding to humanitarian crises.
Tenure of Role
3 year contract
Background and scope of the Project Officer role
A role has arisen in the Trócaire Rwanda country office of Project Officer- Grant
Management. This role is based in Rwanda and is part of the Country Team.
The Project Officer will lead on a 3 year project which is oriented towards strengthening participatory and accountable governance through the participation of civil society and citizens, particularly women and youth, in the formulation, implementation and monitoring/ evaluation of development policies and programs in the agricultural sector in five districts of Rwanda namely Rulindo, Gakenke, Nyanza, Nyamagabe and Nyaruguru.
The role will report to the Programme Manager/Regional Institutional Donor Officer and interact closely with the rest of the Country team. The role will work closely with partner organisations staff working on the project to deliver on anticipated results.
Qualifications and experience
  • Experience of managing USAID funded programs is mandatory and in-depth knowledge of USAID grant management guidelines;
  • MSC in agriculture, development, program management, political science, or any other related field;
  • At least 5 years’ experience in good governance, enhancing citizen participation in decision making, youth empowerment, and/or (agricultural) policy development projects in Rwanda;
  • Understanding of Technology for development in particular use of ICTs in social
accountability/citizen participation.
Skills
  • Knowledge and understanding of agricultural laws and policies in Rwanda;
  • Experience of working in partnership organisations; and
  • Experience of working together with Civil Society Organisations, Local NGO’s and/or farmer cooperatives.
You will be a team player with excellent communication skills (oral and written) with fluency in English and French; excellent report writing and presentation skills; demonstrated analytical skills; understanding of IT applications including Microsoft word, Power- point and Excel.
Travel
Ability and willingness to travel in the field frequently sometimes within a short notice.
Salary and benefits
Salary and benefits will depend on qualifications and experience. The salary will be based on
the Rwanda country office national salary scale.
