Social Empowerment Manager

WfWI Rwanda seeks a dynamic and experienced candidate for the position of Social Empowerment Manager (SE   Manager).   S/He   will   be   responsible   for   overseeing   the   successful   implementation   of   all   social empowerment activities that WfWI-Rwanda implements and is responsible for providing oversight and expertise in  social  empowerment  that  will  enable  participants  and  graduates  to  be  confident  and  engaged  citizens.  This includes  the  identification  and  assessment  of  appropriate  communities  for  program  implementation,  the recruitment and enrollment of program participants, 12-month womens empowerment program, follow-up with graduates  and  networking, grassroots  advocacy,  mens  engagement and community  engagement activities.

The SE Manager is also responsible for identifying and advancing new opportunities and new program innovations in social empowerment.  The  SE  Manager  will  work  to  ensure program  quality  and  impact,  identify  success stories, address program implementation challenges and ensure positive results with the target populations. S/He is a member of the WfWI-Rwanda Senior Management Team.

Responsibilities and Duties

Program Management

·Supervise all social empowerment activities with a focus on quality control and impact, and ensure that the program is carried out in accordance with the mission and goals of WfWI and terms and conditions of relevant grants

·Oversee new community assessment processes (as needed) per guidelines and support the selection and enrolment of new participants 

·Oversee design, delivery and impact of training activities; ensure training is  effectively and efficiently administered and operate per guidelines, including the coordination of training sessions, and support and guidance to trainers. 

·Oversee letter exchange program, between women participants and international sponsors 

·Provide  strategic  guidance  and  leadership  on  new  innovations  andareas  of  work,  such  as  mens

Engagement and grassroots advocacy 

·Develop  new  strategies,  tools,  guidelines  and  materials,  as  needed,  to  implement  and  monitor  social empowerment activities 

·Work  in  collaboration  with  the  Associate  Director  for  Social  Empowerment  in  the  Washington  DC (USA)  headquarters  to  ensure that social  empowerment activities  in Rwanda are aligned  with WfWIs global strategic plan 

·Collaborate  with  Economic  Empowerment  Manager  to  ensure  harmony,  consistency  and  integration between social and economic empowerment activities and training with participants.

·Prepare Annual Performance Contracts, Program Action Plans and Quarterly Reports for submission to

local authorities where WfWI operates, as needed.

·Participate in country office strategy development and fundraising activities

·Prepare  operational  planning,  representing  the  Social  Empowerment  department  and  keeping  team

members informed of all changes in program strategy, policy, guidelines and expectations.

Business and Partnership Development

·Develop, manage, and oversee the Rwandan country office Social Empowerment strategy and

·operational plan in coordination with country office senior management.

·Identify,  develop,  and  expand  strategies  and  partnerships  (private  sector  and  technical  assistance partners) to enable opportunities for WfWI program participants and graduates.

·Identify, develop, and expand relationships with key partners relevant to graduate products and services.

·Identify and cultivate relationships with potential donors (USG, EU, corporations and foundations).

·Contribute to the  design of project activities  for concept notes  and proposal development processes  by

providing technical inputs (i.e. logframes, program descriptions, activities and budgets).

Program Monitoring, Evaluation and Reporting

·Collaborate  with  the  M&E  Manager  to  ensure  the  timely  collection  of  monitoring  and  evaluation  data per guidelines 

·Coordinate  with  appropriate  staff  to  provide  information  on  enrollment  and  social  empowerment

activities   for   all   reports   that  require   itinternal   and   external   especially   to   comply   with grant requirements.

·Ensure the timely and accurate delivery of data on the socialempowerment program to the Women for

Women International head office in Washington, DC.

·Collaborate with the Monitoring and Evaluation department in assessing program impact.

·Participate in regular touch base calls with the HQ and the UK to discuss grant and budget management as it relates to program implementation.

Personnel Management

·Line  manage  direct  reports  in  accordance  with  Women  for  Women  Internationals  performance

management  framework,  including  the  setting  of  annual  performance  objectives,  annual  performance development   plans,   annual   performance   appraisal   and   regular   1:1 meetings   regarding   progress throughout the year.

·Ensure the effective personnel management of all members of theSE department, providing support to line managers as needed.

·Review and approve employee timesheets in accordance with grant agreements and staff LOE.

·Conduct weekly staff meetings and oversee time and attendance and work planning/ scheduling.

Budget Management

·Responsible for the efficient and effective use of SE department program budget; ensure that expenses

are reviewed and approved per budget and need;

·Review monthly budget vs.  actual reports  to  track  actual  expenditures  against  projected  budget  and address changes needed; 

·Provide   required   documentation   to   Finance   department   as   needed;   participate   in   new   budget development and annual operational budget planning for the SE department.

Qualifications and Skills

·Masters  degree  in  relevant  field  (i.e.,  Social  Sciences,  Public  Health,  Development  Studies,  etc.);

Bachelors  degree And substantial  relevant  work  experience  may  be  considered  in  lieu  of  Masters degree;

·Minimum  7  (seven)  years  relevant  work  experience,  of  which  at  least  3  years  at  managerial  level, preferably within the I/NGO environment;

·Demonstrable understanding of and   experience in gender issues, advocacy   and commitment to addressing gender inequalities in all key areas of responsibility;

·Experience and ability in coaching and motivating staff;

·Strong interpersonal and communication skills;

·Experience in networking and building relationships across different strata of society;

·Ability and willingness to travel within Rwanda and internationally as required; 

·Excellent written and oral communication skills;

·Language  fluency  in  English  and  Kinyarwanda  required  (reading,writing  and  speaking);  French language skills an added advantage;

·Must be Rwandan by nationality;
