Project Description
The MasterCard Foundation funded AkaziKanoze 2 project is a scale-up of the recently completed AkaziKanoze: Youth Livelihoods Project, funded by USAID and implemented by Education Development Center, Inc. AkaziKanoze 2 provided youth, ages 14-35, with market-relevant life and work readiness training and support, hands-on training opportunities, and links into the employment and self-employment job market. AkaziKanoze 2 aims at the institutionalization of the Work Readiness and School to Work Transition in the Rwanda formal secondary school – TVET and general secondary school so to equip graduates with necessary skills that enable them to gain a meaningful transition.
Position Description
The M&E Manager on AkaziKanoze 2Project will be responsible for managing and maintaining the project monitoring and evaluation (M&E) system, supervising the M&E team members, conducting data analysis, preparing reports, and presenting findings to stakeholders as appropriate. This position is based in Kigali with periodic visits to rural areas of Rwanda.
Job Responsibilities
In close coordination with the Chief of Party, the Deputy Chief of Party, and EDC home office M&E Technical Assistance, the M&E Managerspecific responsibilities will include, but are not limited to:
Monitoring and Evaluation
  • Lead the implementation of the project M&E system, in particular, the implementation of an integrated data management system, tools and procedures that are able to generate timely and high-quality data on performance indicators and analysis on progress towards achieving results.
  • Assure that the project's M&E policies and procedures conform to MasterCard Foundation standards for validity, reliability, timeliness, integrity andcompleteness.
  • Conduct regular data quality assessments (DQAs) in accordance with donor requirements.
  • Oversee the continuous development of the AK2 database and visualization dashboard, managed by the MIS Administrator.
  • Work with the program team to develop and adapt appropriate M&E instruments for tracking implementationprogress, assessing project outcomes, and for operations research and learning purposes.
  • Work with the technical team to conduct field monitoring and/or data validation, gather data for operations research and learning purposes, and ensure accuracy of all data collectionprocesses.
  • Write project quarterly and annual reports with support from the DCOP.
Capacity Building
  • Conduct periodic meetings and capacity-building training for project technical staff and implementing partners to continuously improve the quality of project data collection and reporting.
  • In partnership with the IP Coordinator, review partner monthly reports and provide feedback.
  • With support from the DCOP, oversee the implementation of the AK2 Learning Agenda studies.
  • WiththeguidanceoftheCOP and DCOP,leaddata-sharingsessionswiththetechnicalteamona regular basis to facilitate the interpretation of data/results from both M&E and technical perspectives together.
  • Following the guidance of the DCOP and EDC TA, work with the technical team to organizeandcontributetothedesignofworkshops,forumsandotherlearningeventsatthe national and local levels to disseminate results of project-wide.
  • Directly supervise the M&E Coordinator and M&E Assistant.
  • Manage smooth daily operations of the AK2 M&E Team.
  • Hold responsibility for keeping the AK2 M&E Team on track and making management decisions to ensure the project delivers high quality MEL deliverables and data.
Qualifications and Requirements:
  • Master’s Degree in Social Sciences (with 3 years relevantexperience) and or Bachelor Degree (with 5 years relevantexperience);
  • Competence in qualitative and quantitative study design and implementation;
  • Extensive experience with monitoring program implementation using qualitative and quantitative approaches;
  • Experience in developing and coordinating data collection, processing and analysis systems;
  • Experience as a supportive supervisor;
  • Ability to balance work within a team environment while also working independently;
  • Ability to prioritize and manage activities with minimum supervision;
  • Demonstrated commitment to team work, sharing information and capacity building;
  • Strong organizational, communication, computer, and interpersonal skills;
  • Proven quality technical writing skills.
An ideal candidate will have:
  • Good statistical analysis skills and experience with SPSS or other statistical software;
  • Academic background and professional interest in research, program evaluation and youth development;
  • Experience running impact evaluations;
  • Experience working on a USAID or MasterCard Foundation project;
  • Demonstrated comfort with public speaking and an ability to conduct trainings and workshops.
