Child Safeguarding:
Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
The Emergency Health Manager will work to implement, improve and monitor the overall Health & Nutrition of the Burundian refugees in Mahama Camp through provision of quality Comprehensive primary health care. The Emergency Health Manager will work collaboratively with the SC Kirehe health team; Ministry of Health staff (Kirehe District) and partners to meet the needs of patients, promote healthy behaviors, strengthen health systems and improve access to basic health services. The emergency health manager is also expected to take an advisory role on technical matters and ensure quality of implementation of the program and compliance with SC humanitarian health strategy. She/ He will work under the direct line management of Kirehe Field Manager and is also expected to work closely/coordinate with Health Technical Advisors (Backstop) HQ on technical matters/inputs.
  • Supervise and manage the health team by providing daily support in routine activities and solving issues.
  • Provide Technical support to the Health emergency programme by leading the strengthening of the integrated health and nutrition component in the current service delivery point in Mahama 2 Refugee Camp
  • Develop in collaboration with the coordinators detailed implementation plans and ensure quality standards in compliance with Save the Children humanitarian health and nutrition strategy, donor guidelines and priorities;
  • Oversee and follow up the implementation of the agreed plan for health projects from timing, budget and quality perspectives
  • Identify programme supplies needs and coordinate with the logistics team to put in place and follow up a procurement plan,
  • Support the pharmacist and logistic team on drug management including planning, procurement, storage, transport and stock management of medicines.
  • Lead the coordination and preparation of quality and timely donor reports and any internal or external reporting
  • Work closely with the Field Manager and Kigali office in supporting fundraising for health, including development of quality concept notes and proposals.
  • Work closely with the Emergency Education and Protection programme teams to ensure an integrated     programme approach, identify ways of maximising links, sharing of experiences and lessons learnt
  • Ensure Quality Assurance for Health, Nutrition and HIV services
  • Ensure adherence to standard clinical guidelines in all clinic operations.
  • With the Pharmacy team, develop standard algorithms to monitor drug usage against diagnosis to ensure appropriateness of drug consumption and appropriate usage.
  • Develop an Incident Management System and SOP for managing adverse drug reactions.
  • Develop guidelines for the use and dispensing of psychotropic drugs.
  • Conduct weekly meetings with clinicians to review clinical cases, disease trends, review of reported mortality and develop action points
  • Ensure appropriate IPC and waste control measures are in place and adhered to in all clinic operations
Management of financial and human resources
  • Follow up closely the budget expenses for each health grant, support the field manager for cash forecast, and participle to review and revision of budgets in line with the budget and donor guidelines, SCI grant management and financial guidelines.
  • Assess, review the health project human resources needs when appropriate and participate in staff recruitment and performance review process
  • Ensure that staffing levels, management structures, and personnel processes are appropriate and effective to enable the implementation of the programme.
  • Provide training, capacity building and technical support to Health staff and relevant ministry/partners
  • Ensure Save the Children Child’s Protection and Safeguarding Children policies are understood, implemented and monitored and that it is integrated into all aspects of the team’s work.
  • Control and usage of Save the Children assets and funds and ensure the programme provides value for money.
Representation and coordination within the organization and other stakeholders:
  • Engage with key Government Agencies and other stakeholders and duty-bearers at District level and national level, in particular to support the implementation of the health programme in Mahama Refugee Camp
  • Ensure an integrated approach to advocacy and programme work.
  • Represent Save the Children in various health related fora, meetings and workshops at the Kigali and Kirehe District level/strengthen & maintain links with relevant co-ordination mechanisms.
  • Ensure that regular and effective communications are maintained with Health Technical Advisors (both Regional & Member service) and other sectors within the organization for smooth program operations and implementation. 
  • As a key member of field Senior Management Team, actively participate in weekly Management and other team Meetings held in the field office
  • In additional to the above listed responsibilities the Emergency Health Manager will also be responsible for any other duty deemed necessary by the Line Manager.
Assessment, Monitoring and Evaluation
  • Lead on health, nutrition, HIV assessments in coordination with other SC thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
  • Work closely with the MEAL and operations teams to ensure that all projects related to health have robust
  • monitoring plans, baselines, reviews and evaluations in line with project designs and donor guidelines
Carry out reasonable field visits to document observations and experiences and share them with operation and technical teams and influence management action for technical improvement in projects.
  • Work with MEAL team to carry out relevant studies and document and disseminate good practices in projects related to health both in emergencies and development 
  • In collaboration with other actors in Mahama Refugee Camp participate technically in periodic health surveys conducted in the camp
Capacity Building:
  • Identify learning and training opportunities for Save the Children health staff and partners and work as a mentor and role model for less experienced staff.
  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

  • Qualified Health professional MD, Nurse (MPH preference) with at least five years of relevant experience preferably in primary health care service delivery in the context of emergencies
  •  An area of particular expertise within humanitarian emergency health
  • Strong analytical and conceptual skills and the ability to think and plan strategically
    • Strong skills and experience in all aspects of programme development, including programme/project monitoring, review & evaluation.
    • Substantial experience of developing working relations with government, UN agencies INGO partner’s community stakeholders and beneficiaries
    • Fluency in written and spoken English and substantial experience in preparing projects proposals and reports to donors.           
    • Excellent interpersonal, communication and presentation skills and commitment to capacity building of staff with proven skills as a trainer/facilitator and mentor.
    • Demonstrate skills in resource and staff management/development and the implementation of appropriate policies, procedures, and systems
    • Commitment to and understanding of Save the Children’s aims, values and principles.
  • Ability to be self-sufficient and resourceful.
    • Ability and willingness to travel to projects and stay in basic conditions.
  • Computer skills e.g.  Word, Power Point and Excel. 
  • Language skills: English – preferred language and French – added advantage - Kinyarwanda – added advantage
  • Experience of working on HIV /TB programmes in emergencies
