TERMS OF REFERENCE TO RECRUIT A CONSULTANT
JUSTIFICATION OF THE ASSIGNMENT
RCSP, in collaboration with TROCAIRE would like to hire a consultant or a consulting company with extensive experience on evidence base
d research advocacy on “Strengthening women capacity to engender local and national  planning and budgeting process.”. The tasks are to be carried within a period of 2 months maximum.
OBJECTIVES OF THE CONSULTANCY
  1. Develop research materials ;
  2. Analyze the challenges blocking GBS to actively influence the country planning and budgeting process
  3. Assess the GBS level in pilot institutions
  4. Engage with other relevant institutions and initiatives to secure the cooperation and provision of evidence for analysis;
  5. Draw key messages, conclusions and recommendations from the research
SCOPE OF THE WORK AND METHODOLOGY
The consultant(s) will be expected to undertake the following tasks:
  1. Attend consultative meetings between RCSP and TROCAIRE or any other relevant meeting;
  2. Review relevant documents to understand the institution;
  3. Develop and submit a detailed work plan to RCSP;
  4. Produce and present the  inception report to RCSP and its  members;
  5. Present the draft report during a pre- validation meeting;
  6. Present the draft report during a validation meeting;
  7. Present the final report with recommendations during a national dialogue;
  8. Draw a position paper based on the national dialogue recommendations.
DELIVERABLES AND TIMELINE
The consultancy will be performed in 2 months maximum. The consultant should therefore consider the following as deliverables:
  1. Inception report approved by RCSP;
  2. Work plan approved by RCSP;
  3. Final report of the research integrating recommendations from the national dialogue ;
  4. Position paper with recommendations approved by RCSP.
REPORTING AND FEEDBACK
The consultant will directly report to the Executive Secretary of the RCSP. He/ She will also be required to submit regularly a progress report to the Management of RCSP.
EXPERTISE REQUIRED
The lead consultant should:
  1. Hold a Master’s degree in project management, development studies, political sciences, Public policy,  Law, Public Administration or similar disciplines. Degrees obtained with distinction will be given priority.
  2. Possess a strong monitoring, evaluation and analytical skills, with a proven experience of at least 5 years doing similar work, having worked with Civil Society Organizations is an added value;
  3. Have an excellent  knowledge and understanding of the development sector in Rwanda;
  4. Be fluent in English and Kinyarwanda, a working knowledge of any other language used in Rwanda would be an asset.
Other competencies include:
  1. Display sound judgment that enables independent work;
  2. Be creative, pro-active and able to tap information from various sources;
  3. Be able to work effectively under tight deadlines;
  4. Possess the capacity to adequately approach the population and to advise the management team;
  5. Excellent leadership skills to coordinate the field agents during data collection.

  1. Application letter addressed to the Executive Secretary of RCSP;
  2. Detailed CV and relevant education documents;
  3. Two successful completion certificates of similar directed researches;
  4. The RRA Tax Clearance.
SUBMISSION
Interested candidates should hand submit documents including a technical and financial proposal addressed to the Executive Secretary of RCSP.
