As part of the Delivering as One initiative, the UN in Rwanda aims at improving coherence, harmonization, efficiency, alignment and effectiveness of the UN system’s operations. To reinforce the Delivering as One process, the Government of Rwanda and the One UN developed a unified UN D
evelopment Assistance Plan (UNDAP 2013 -2018) that is fully aligned to the Government’s priorities set out in its Economic Development and Poverty Reduction Strategy (EDRPRS II) as well as Rwanda Vision 2020.
Promoting good governance consecrating national unity, identity and harmony, catalyzing capabilities to increase rapid production and development are key pillars of EDPRS II. This priority is also evident in Rwanda’s Vision 2020, which identifies the goal for Nation Building & Good Governance as “…a strong and secure nation, with high standards of political and administrative governance”.
Result Area 2 of the UNDAP 2013 -2018 focuses on Accountable Governance, including to improve citizen participation in sustainable development and decision making processes at all levels.
More specifically, UNDP contributes to the following areas of work:
  • strengthening of capacity of national and local institutions for research generation and utilization of disaggregated data for participatory and evidence-based policy formulation and planning at all levels;
  • strengthening of the capacity of central, decentralized entities and communities to promote community driven development processes;
  • strengthening of capacity of national oversight institutions to promote and demand for accountability and transparency at all levels;
  • Capacity of citizens, communities and CSOs to demand accountability and transparency strengthened at all levels;
  • Increased participation of women and youth in decision making and democratic processes at all levels.
Rwanda has made very significant advances and has shown a strong commitment to rebuilding and strengthening national capacity for good governance through institutional capacity building; security sector reform and law and order; public sector reform and decentralization; reconciliation and peace consolidation as well as anticorruption measures.
UNDP has supported the GoR to strengthen the capacity of key governance institutions to deliver on their constitutional mandates; improve accountability; produce governance assessments to improve evidence based analysis and track progress in the area of governance, as well as, promote access to justice at all levels, develop mechanisms for unity, reconciliation and peace consolidation.
UNDP is a recognized key partner to the GoR in governance promotion thus the need for creating ways of sustaining the gains of the economic development and peace consolidation in Rwanda.
Duties and Responsibilities
Working in the Democratic Governance and Peace Consolidation Unit, the JPO’s duties will be focused on the Country Office’s programme activities in the Governance sector. The incumbent will collaborate with the implementing partners and project personnel.
  • Support the identification, design and formulation of programmes / projects in the Governance sector with particular emphasis on the area related to citizen participation and empowerment;
  • Monitor and administer all projects within his/her portfolio and to provide backstopping to the Head of Unit and Project Managers on programme/project implementation
  • Become conversant with the various Rwandese public institutions and civil societies, legal bodies, and legislation as relevant to UNDP programming;
  • Support the establishment of meaningful partnerships with Rwandese authorities, relevant professional bodies and civil society organizations in public administration, as well as to develop project proposals and capacitybuilding initiatives;
  • Provide substantive inputs in and advice in the development of the Governance portfolio;
  • Initiate contracts, project cooperation agreements, memoranda of understanding and other legal and financing documents;
  • Assess the impact and effectiveness of the assistance through regular consultations with government counterparts and project managers, periodic field visits, analysis and preparation of progress and other required reports;
  • Ensure the timely and efficient delivery of project outputs;
  • Assist in the administration of projects including the preparation of annual work plans, drafting terms of reference, arranging for training activities workshops, seminars and preparing all necessary correspondence;
  • Assist in resource mobilization efforts, including the identification of project opportunities and the formulation of topquality project proposals;
  • Advocate for, and promote awareness and understanding of, UNDP’s mandate, mission and purpose with special emphasis on Democratic Governance and Peace Consolidation;
  • Assist in coordinating UNDP’s initiatives on governance with other Un Agencies within the DaO, international agencies and donors, and develop interagency synergies and complementarities;
  • Perform any additional tasks as requested by the Supervisor.
Required Skills and Experience
  • Master’s Degree or equivalent Advanced Degree in a related field of expertise
  • A minimum of two years of paid working experience in a relevant field
  • Experience in governance, public / civil administration reform and models, civil society, or capacitybuilding & institutional strengthening of governance bodies and civil society organizations is desirable;
Language Requirements
  • Fluent in English.
  • Working knowledge of French would be an asset.
