ROLE PURPOSE

The HR Assistant will effectively support HR department to provide a general support to all Plan international Rwanda department.

The HR Assistant will report to the Country HR&OD Manager of Plan International Rwanda. She/he will be responsible for supporting the department in all HR related matters as detailed in HR Duty Matrix.
Accountabilities
What” is done and “why”, but not “how”; include indicators for success
Give overall support in the recruitment process:
  • Help develop job profile and job description
  • Advertise as appropriate
  • Receive applications and analyze CVs
  • Contact potential candidates
  • Arrange for interview
  • Assist in preparation of contracts, appointment letters, transfer letters and any other related correspondence
Orientation and Induction for new staff:
  • Open a file for each new employee
  • Introduce new employee to staff,
  • Draft an orientation plan with supervisor
Human Resource Information System:
  • Ensure that File on file/electronic are kept confidential
  • Ensuring the information on the personnel files is kept up to-date in line with the policies and regulations of the organization.
  • Perform key Personnel actions in HRIS-Employee Central such as hire, rehire and delimit processes
  • Provide HRIS-Employee Central technical support to all staff
  • Compile, record and control the implementation of annual leave plans, and maintains appropriate record for annual leaves in the system
Monitor labour contracts, corporate and internal regulations
  • Inform the Country HR &OD Manage and supervisors of all contracts coming to an end at least two weeks before
  • Assist in implementing the Human Resource Regulations and Procedures and the Labor Law.
Monitor Performance Management System
  • Remind staff and supervisors a month ahead of deadline,
  • Ensure evaluation for new staff take place at least two weeks before the end of the probation period
  • Keep filing the Performance evaluation documents
Staff Benefits
Assist in handling staff insurance benefit.
Prepare staff IDs for all new staff
Ensure that RSSB and RRA issues are timely handled
Immigration issues
● Ensure expatriates and their families have updated/valid visas/work permits and passports renewed accordingly at all times
● Participate in HR department budget
● Participate in various HR related studies (Salary surveys, organization restructuring, etc)

Dealing with Problems:
Complexity of problems handled & the degree of investigation, analysis, & creative thinking required to solve them.
  • The HR Assistant must have the ability to learn quickly all the organization’s systems, processes and procedures.
  • Although he/she may be encouraged to make suggestions, his/her ideas will always have to be accepted byhis/her seniors.
  • The HR Assistant deals with problems related to high level of confidentiality, fraud fighting, accuracy and certaintyof HR information, etc. He/she provides appropriate capabilities to ensure the department meets set objectives.
Key relationships
Working contacts inside and outside the organization; include the purpose and level (high, Working contacts inside and outside the organization; include the purpose and level (high, medium, low) of the contact.
The post holder will be required to extend relations with all CO, PU and Camp staff.  He/she will be required to communicate in a style that inspires confidence and professionalism and builds credibility with line management. Be flexible and committed to customer service, strong team working skill and external relations.

Essential
  • A Bachelor’s degree in Human Resource Management, Public Administration.
  • Minimum 3 years working experience in HR processes (Working experience in International NGOs will be an advantage)
  • Team player with good interpersonal skills, particularly working with a team of diverse backgrounds.
